Shri Dushyant Singh: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the details of the number of households that completed 100 days of employment under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) during the last five years in Rajasthan district-wise including Jhalawar and BaranLokSabha constituencies; (b) the number of Scheduled Castes (SCs) and Scheduled Tribes (STs) workers who completed 100 days of employment under MGNREGS during the last five years, in Rajasthan; (c) the details of assets created under MGNREGS district-wise for the State of Rajasthan, with particular reference to the Jhalawar and BaranLokSabha Constituencies; and (d) whether the Government has details of the districts in Rajasthan that have failed to maintain the 60-40 wage to material expenditure ratio under MGNREGS, if so, the details thereof along with reasons for non-compliance and the corrective measures undertaken to ensure compliance in future? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) is a demand driven wage employment Scheme. It provides livelihood security, i.e. fall back options for livelihood for the rural households, when no better employment opportunity is available. (d): Under the provisions of the scheme, 100% of expenditure of the Wage and Administrative component is borne by the Central Government. Whereas 75% of the expenditure under the Material component is borne by Central Government and 25% is shared by the States/UTs. Further, out of total expenditure, upto 40% can be spent on material component. This limit is applicable at district level. The material expenditure percentage for FY 2024-25 was 26.32% in State of Rajasthan under the Mahatma Gandhi NREGS. However, following districts in the State of Rajasthan have incurred material expenditure exceeding 40% in financial year 2024-25: SI.No. Districts % of material expenditure 1 Dholpur 53% 2 Karauli 50% 3 Bikaner 46% Main reason for non-adherence of 40% limit at district level is either execution of works with a high material component or clearing of pending material component liabilities of previous financial years.
