SHRI DUSHYANT SINGH: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the details and total number of houses sanctioned under the new phase of the Pradhan MantriAwasYojana - Gramin (PMAY- G) and the details of beneficiaries included in this phase of the scheme, both at the national level, State-wise specifically in regions like Jhalawar and Baran in Rajasthan; (b) whether there is a delay in the implementation of the scheme in rural areas, if so, the details thereof and if not, the reasons therefor; (c) whether the said scheme has achieved its intended objectives in terms of identifying and providing housing to the right beneficiaries, if so, the details of challenges faced in the identification and selection process, particularly in rural areas of Rajasthan such as Jhalawar and Baran, and in other parts of the country, State-wise; and (d) the manner in which the Government addressing issues related to the implementation of PMAY-G? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (DR. CHANDRA SEKHAR PEMMASANI) (a): In order to achieve the objective of "Housing for All" in rural areas, the Ministry of Rural Development is implementing Pradhan MantriAwaasYojana- Gramin (PMAY-G) with effect from 1st April 2016 to provide assistance to eligible rural households for the construction of pucca houses with basic amenities. The Union Cabinet has approved the proposal for the continuation of the PMAY-G during FY 2024-25 to 2028-29 for construction of 2 crore additional houses. In the districts of Jhalawar and Baran, 49,831 Page 1 of 4and 26197 houses have been sanctioned respectively under the new phase of the PMAY-G. The details and total number of houses sanctioned (as on 17.07.2025) under the new phase of Pradhan MantriAwaasYojana – Gramin (PMAY-G) is given at Annexure. (b): Some of the constraints faced by PMAY-G which caused delay in implementation are nationwide lockdown induced by Covid-19 when all construction activities including construction of houses under PMAY-G were affected. Besides this, there have been delays in release of Central & State Share from State Treasury to State Nodal Account of PMAY-G, cases of unwillingness of beneficiaries, permanent migration, disputed succession of deceased beneficiaries, delay in allotment of land to landless beneficiaries by the States/UTs and at times General/Assembly/ Panchayat elections, unavailability of building materials. Despite all the delays, the scheme has been able to achieve its major milestones and the Ministry is committed to achieve target of construction of 4.95 crorepucca houses by 31st March, 2029. (c): Yes. Under the PMAY-G, The beneficiaries are identified on the basis of the housing deprivation parameters and exclusion criteria prescribed in Socio Economic Caste Census (SECC) 2011 database and the finalized Awaas+ (2018) survey list. Priority lists thus prepared using SECC and Awaas+ data, are verified by the Gram Sabha (GS). After disposal of all the cases of a Gram Panchayat, by the Appellate Committee, the Gram Panchayat wise final Permanent Wait List (PWL) for each category with a distinct rank for each household, is to be published on the notice board of the Gram Panchayat and advertised widely. The Permanent Wait List is then entered on the website of PMAY-G. Further, in accordance with the approval of the Union Cabinet, to achieve the additional target of 2 crore houses, the additional eligible beneficiaries have been identified using the Awaas+ survey 2024 using eKYC face based authentication. To ensure no eligible household is left behind, the Awaas + 2024 app had a feature of Self-survey. Further, the exclusion criteria under the PMAY-G has been modified and reduced the number of exclusion criterias from 13 to 10. (d): The Ministry is taking the following initiatives to ensure monitoring and timely completion of the houses for smooth implementation of PMAY-G: Page 2 of 4i. Timely allocation of targets to the States/UTs. ii. Micro monitoring of house sanction and completion through workflow enabled transaction-based MIS-AwaasSoft, analytic Dashboard and using other IT tools & latest AI/ML technologies. iii. Regular review by Minister/ Secretary/ Deputy Director General. iv. Separate review of States with high targets. v. Timely release of funds to the States/UTs and follow up with the States/UTs for onward release to beneficiaries. vi. Training to Rural Masons under Rural Mason Training (RMT) programme to make available pool of trained rural masons for faster construction of quality houses. vii. Using newly launched IT tools including Awaas+ 2024 mobile app which ensures transparent beneficiary identification with Aadhaar-based face authentication. viii. AwaasSakhi mobile app designed to streamline access to PMAY-G by consolidating key information and resources in one place. ix.
