SHRI MALAIYARASAN D: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: - (a) the details of the total number of individuals trained and certified under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) since its inception in Tamil Nadu, sector-wise; (b) the number of training centres and Kaushal Kendras set up under the PMKVY in Tamil Nadu; (c) whether the Government plans to expand the number of such centers/ kendras in the coming years and if so, the details thereof; (d) the total amount of funds allocated, disbursed and utilized under the said scheme; (e) the measures taken by the Government to increase the participation of women, differently abled persons, and marginalized communities in the PMKVY along with the outcomes of such Initiatives; and (f) whether the Government has set any targets for expanding the reach and impact of PMKVY during the next few years particularly in remote areas and if so, the details thereof? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its flagship Scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY) since 2015. Under PMKVY, skill training is imparted through Short Term Training (STT) and Re-skilling and Up-skilling through Recognition of Prior Learning (RPL) to youth across the country. Under PMKVY, a total of 8,85,134 individuals has been trained/oriented out of which 7,15,802 have been certified in Tamil Nadu since inception till 30th June 2025. Sector-wise details of candidates trained and certified under PMKVY in Tamil Nadu are at Annexure-I. (b) The details of the number of training centres set up under the PMKVY in Tamil Nadu is as under: Training PMKVY1.0 PMKVY 2.0 PMKVY 3.0 PMKVY 4.0 (till centres 30th June 2025) Total 1145 1071 241 490 Since the inception of the PMKVY, 40 Pradhan Mantri Kaushal Kendras (PMKKs) have been established in Tamil Nadu. Out of these, 23 PMKKs are currently functional. (c) PMKVY scheme aims at enabling youth of India to get future ready & industry ready skills. These schemes are demand driven and new training centres (TCs) are set up/engaged on need basis to impart the training across the country(d) The PMKVY (except PMKVY 1.0 (2015-16) and PMKVY 4.0(2022-26)) had two components, namely Centrally Sponsored Centrally Managed (CSCM) component being implemented through National Skill Development Corporation (NSDC) and Centrally Sponsored State Managed (CSSM) component being implemented through States/UTs. There is no provision of state wise funds allocation under central component (CSCM). In order to increase inclusivity, Boarding and Lodging (B&L) and transport facilities are provided to special groups (Women and PwD) and Special Areas, as defined in Common Norms, for training within and outside Special Areas. Conveyance facility is also permissible for special groups in case of non-residential training as per Common Norms. Under PMKVY scheme since its inception, a total of 5,44,604 women, 1,542 persons with disabilities (PwDs), 1,21,184 individuals from Scheduled Castes (SC), and 7,971 from Scheduled Tribes (ST) have been trained / oriented in Tamil Nadu. (f) The government has been taking several steps to ensure the implementation and expansion of PMKVY 4.0 across the country. These efforts aim to address skill gaps, improve employability, and support economic growth. A few of them are as under: i. Focus on New Age Skills like Industry 4.0, Web 3.0, AR/VR, Climate Change, Circular Economy, Green Economy, and Energy Transition. ii. Emphasis on Re-skilling, and Up-skilling under Recognition of Prior Learning (RPL) through innovations in assessment, better monitoring. iii. Greater reliance on On-Job-Training (OJT) for better practical exposure to candidates. iv. Flexibility in course curriculums by introducing courses in partnership with industry. v. Cross utilisation of available infrastructure with the educational institutions viz. ITIs/Schools/Colleges/Universities/Central and State Government Institutions etc. vi. Training aligned to National Priorities and Policy Announcements focusing on clusters in sectors like semiconductor, 5G, AI, Green Hydrogen, EV, Solar Mission, Care, Tourism.
