Parliament Question: Benefits Accrued to States through PM-KUSUM

GOVERNMENT OF INDIA MINISTRY OF NEW AND RENEWABLE ENERGY LOK SABHA UNSTARRED QUESTION NO. 3967 ANSWERED ON 12.08.2026 BENEFITS ACCRUED TO STATES THROUGH PM-KUSUM 3967. SHRI GAJENDRA SINGH PATEL SHRI RAHUL SINGH LODHI Will the minister of new and renewable energy be pleased to state: (a) the specific benefits accrued to various States through the solarization of agricultural feeders under the Pradhan Mantri-Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM); (b) whether the implementation of PM-KUSUM has significantly boosted the annual income and socio-economic livelihood of the farming community and if so, the details thereof; (c) the roadmap for State Governments to reduce the fiscal burden of power subsidies in the agriculture sector by adopting renewable energy solutions; and (d) the details of the projected long-term sustainability of these green energy transitions for rural economies? ANSWER THE MINISTER OF STATE FOR NEW & RENEWABLE ENERGY AND POWER (SHRI SHRIPAD YESSO NAIK) (a) PM-KUSUM a demand-driven scheme and the capacities are allocated based on proposals received from States/UTs and their implementation progress. Due to the implementation of Feeder Level Solarization, the states have also reported shifting of their night time supply to day time power supply from 7 to 8 hrs to farmers. (b) Yes, PM-KUSUM is motivating farmers to adopt solar energy for becoming Urjadata along with Annadata and enhance their income. The key benefits and positive impact of the scheme are as follows: • Farmer can install grid connected solar power plant up to 2 MW on their land and sell the surplus power to DISCOMs and earn additional income. • Scheme helps de-dieselize the farm sector by allowing installation of stand-alone solar pumps and also solarizing existing grid connected pumps. • With the help of feeder level solarization, scheme allows for assured day time solar power to the farmers and relieve the state from the financial burden for providing free/subsidized electricity for agriculture. (c) The states have reported reduced cost of power procurement, reduction of per unit supply cost of energy, reduction of energy losses and improved operational efficiency of DISCOMs through implementation of feeder level solarization in their states. The states are encouraged for convergence of PM KUSUM scheme with state schemes to reduce the fiscal burden of power subsidies in the agriculture sector by adopting renewable energy solutions. (d) For the installation of solar power plants under Component A and C (Feeder Level Solarization) of the scheme, the Power Purchase Agreements are signed for supply of required solar power for a period of 25 years. This ensures the long-term availability of day time assured and green power to farmers. *****
