BENEFITS EXTENDED TO TEXTILE UNITS IN TAMIL NADU
2842. DR. T SUMATHY ALIAS THAMIZHACHI THANGAPANDIAN:
Will the Minister of TEXTILES वस्त्र मंत्री
be pleased to state :
(a) the details of benefits extended to textile units in Tamil Nadu under schemes such as Technology
Upgradation Fund Scheme (TUFS), Amended Technology Upgradation initiatives and Production
Linked Incentive (PLI) schemes during the last three financial years;
(b) whether proposals relating to technical textiles, sustainability transition and circular economy
compliance support from textile clusters in Tamil Nadu are under consideration by the Government;
(c) if so, the details thereof;
(d) whether any financial or technology upgradation support is being extended to handicraft and
handloom artisans to strengthen value chains and export competitiveness;
(e) if so, the details thereof; and
(f) the details of steps taken to ensure balanced regional distribution of textile sector incentives and
innovation funding across States?

(a): A total of Rs. 126.95 crores have been released as eligible subsidy to 313 units located in Tamil
Nadu under the Amended Technology Upgradation Fund Scheme (ATUFS) and its previous versions
including Technology Upgradation Fund Scheme (TUFS) during last three financial years. A total of Rs.
50.17 crores have been released as eligible subsidy to units located in Tamil Nadu under Production
Linked Incentive (PLI) scheme during last three financial years.
(b) & (c): Under National Technical Textiles Mission (NTTM) 13 R&D projects, 14 educational
institutes, and 6 start-ups in Tamil Nadu have been supported. In addition, different clusters in Tamil
Nadu have also been supported through three ongoing projects collaborations, promoting sustainability
and circular economy, resource efficiency, safe chemical usage and reduction of environmental footprint.
(d) & (e): The Government supports handloom and handicraft artisans through schemes such as the
National Handloom Development Programme, National Handicrafts Development Programme, and Raw
Material Supply Scheme. These schemes provide assistance for raw materials, upgraded looms and
worksheds, design and product diversification, infrastructure, branding and marketing support, e-
commerce access, concessional loans under the Weavers’ MUDRA Scheme, and social security for
artisans.
(f): The Ministry of textiles implements a number of schemes such as ATUFS, PLI, NTTM, NHDP,
TCDS, CPCDS, IPDS for the holistic growth and development of the textile sector. These schemes are
implemented throughout the country on a uniform basis. However there exist provisions for special
incentives for North Eastern and Hilly Regions in some of these schemes in order to ensure a
harmonious balance between different segments and sectors of the industry and different regions.
