GOVERNMENT OF INDIA MINISTRY OF COOPERATION LOK SABHA UNSTARRED QUESTION NO. 298 TO BE ANSWERED ON 21st JULY .2026 Benefits of Yuva Sahakar and Swayam Shakti scheme 298. Shri Jai Prakash: Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state: (a) whether the Government is aware of the fact that the benefits of the "Yuva Sahakar scheme and 'Swayam Shakti Sahakar scheme are not reaching to all eligible youth and women's cooperative societies in the Hisar Lok Sabha constituency in Haryana; (b) if so, the major shortcomings and challenges noticed in the implementation of these schemes along with reasons therefor; (c) the number of cooperative societies, youth and women's groups that have been provided financial assistance or other benefits under these schemes in Hisar Lok Sabha constituency so far; (d) whether the government has formulated any special action plan to address these shortcomings, enhance awareness, simplify credit availability, and ensure the effective implementation of these schemes; and (e) if so, the details thereof along with the expected timeline for the implementation of the same ? ANSWER THE MINISTER OF COOPERATION (सहकारिता मंत्री) (SHRI AMIT SHAH) (a) to (c) National Cooperative Development Corporation (NCDC), a statutory organization under the Ministry of Cooperation, is implementing Yuva Sahakar and Swayam Shakti Shakar Scheme. Both the schemes are fully funded and supported by NCDC. Yuva Sahakar Scheme is being implemented with the aim to encourage newly formed cooperative societies with new and/or innovative ideas.The objective of Swayamshakti Sahakar Scheme is to facilitate access to affordable, cost-effective and reliable financial services to the poor including women Self Help Groups (SHGs) to undertake the common/collective socio-economic activities in order to promote sustainable livelihood. NCDC extends funding on a project basis. Under the Yuva Sahakar and Swayam Shakti Sahakar schemes, no cooperative from the Hisar Lok Sabha constituency in Haryana has submitted any proposal to NCDC. (d) & (e) NCDC through its 19 Regional Offices and 9 sub offices actively monitors the implementation of schemes and ensures access to timely credit flow to women cooperatives. Field visits/inspections are done periodically for proper monitoring of loan disbursement under the schemes. ******
