Shri Krishna Prasad Tenneti: Shri Chandra Prakash Joshi: Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state: (a) the details of programmes implemented for capacity building, cooperative education and professional training of office bearers, directors and employees of cooperative societies during the last three years; (b) the number of persons trained under such programmes, State-wise particularly for Maharashtra including Jalgaon Lok Sabha Constituency, Jharkhand and district-wise details of Rajasthan; (c) whether the Government proposes to establish new cooperative training institutions or strengthen existing institutions; (d) if so, the details thereof, particularly for Maharashtra including Jalgaon Lok Sabha Constituency and Jharkhand; and (e) whether the Government has undertaken any measures to strengthen cooperative governance through digital training, financial management, leadership development and skill upgradation, if so, the details thereof? Page 1 of 16STATEMENT REFERRED TO IN REPLY TO PARTS (A) TO (E) IN RESPECT OF LOK SABHA STARRED QUESTION NO. 325 FOR REPLY ON 11TH AUGUST, 2026 ASKED BY SHRI KRISHNA PRASAD TENNETI AND SHRI CHANDRA PRAKASH JOSHI REGARDING “TRAINING AND CAPACITY BUILDING OF COOPERATIVES”. (a) & (b): The Ministry of Cooperation, through its training institutions, conducts capacity building, cooperative education and professional training programmes for office bearers, directors, Chief Executive Officers, employees and members of cooperative societies. During the last three years (2023-24 to 2025-26), 12,824 training programmes have been conducted covering 8,18,415 participants. The State-wise details of persons trained under these programmes are at Annexure-I. During the last three years, 75,954 persons were trained in Maharashtra, including 17 participants from Jalgaon Lok Sabha Constituency. In Rajasthan, 44,911 persons were trained and the district-wise details are at Annexure-II. In Jharkhand, 1,551 persons were trained by training institutes of the Ministry. In addition to the above, the State Government of Jharkhand has also trained 2,003 participants in cooperative sector in the last three years, details of which are attached at Annexure-III. (c) & (d): In order to strengthen the cooperative movement in the country through the promotion of the cooperative-based economic model and the creation of an appropriate institutional framework, the Ministry of Cooperation has established a national-level university in the cooperative sector, namely, “Tribhuvan” Sahakari University (TSU), by converting the Institute of Rural Management Anand (IRMA) w.e.f. 6th April, 2025. VAMNICOM Pune from Maharashtra, ICM Jaipur from Rajasthan have got affiliation with TSU and Cooperative Training Center (CTC), Ranchi, Jharkhand has also applied for the affiliation with TSU. (e): Yes, Sir. The Government has undertaken various measures to strengthen cooperative governance through digital training, financial management, leadership development and skill upgradation. Government of India is implementing a project for Computerization of functional PACS under which 63,686 PACS have been onboarded on ERP (Enterprise Resource Planning) based common national software as on 15.07.2026. A total of 63,479 PACS have been trained by NABARD for capacity building of the personnel on the ERP based software with details attached at Annexure-IV. Additionally, NABARD is conducting training programmes for the cooperatives through the Bankers Institute of Rural Development (BIRD) and the Scheme of Financial Assistance for Training of Cooperative Banks Personnel (SOFTCOB) Programme. A total of 4,287 participants through BIRD and 1,17,227 participants through SOFTCOB Programme have Page 2 of 16been trained in the last three years, the details of which are attached at Annexure-V and Annexure-VI respectively. Further, The Ministry of Cooperation, through its training institutes conducted 649 capacity- building programmes for 30,271 Secretaries of Primary Agricultural Credit Societies (PACS) on Common Services Centre (CSC) services (details at Annexure-VII), 260 programmes for 11,592 functionaries of Multipurpose Cooperative Societies (MPCS) (details at Annexure- VIII), and 7,320 village-level cooperative awareness programmes benefiting 6,00,602 members of cooperative societies (details at Annexure-IX). ***** Page 3 of 16Annexure – I State-wise details of training achievements by NCCT from 2023-24 to 2025-26 S.
