GOVERNMENT OF INDIA MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP RAJYA SABHA UNSTARRED QUESTION No - 1393 ANSWERED ON – 11/02/2026 BEST IN CLASS EMPLOYERS UNDER PRADHAN MANTRI KAUSHAL VIKAS YOJANA 1393 SHRI SAMIRUL ISLAM: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the number of employers classified as Best-in-Class Employer (BICE) under Pradhan Mantri Kaushal Vikas Yojana (PMKVY), sector skill council wise; and (b) the criteria for classifying employing employers as BICE, sector-wise, details thereof? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) and (b) The Recognition of Prior Learning (RPL) – Best in Class Employer (BICE) model was introduced under Pradhan Mantri Kaushal Vikas Yojana (PMKVY 2.0) 2016–20 during FY 2017-18 to address the persistent challenge of low formal skill certification in India’s workforce. The BICE model seeks to bridge this gap by recognising, assessing, and certifying existing skills of employees working with reputed employers, thereby improving credibility, standardisation, and acceptance of RPL certifications. The number of employers classified as Best-in-Class Employer (BICE) under PMKVY, sector-skill council-wise is at Annexure.
