Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state:
(a) whether the Government has sanctioned any project for installation of biogas,
biomass, or Compressed Bio-Gas (CBG) plants under National Bioenergy
Programme in Sonipat Lok Sabha Constituency of Haryana;
(b) if so, the number of plants sanctioned/installed so far along with their
production capacity and investment amount and the number of local farmers
or youth provided employment thereunder;
(c) whether any financial/technical assistance has been provided to local bodies
and Panchayats for scientific management of agricultural waste, cow dung and
municipal solid waste and if so, the details thereof; and
(d) whether the Government has conducted any assessment of monitoring,
transparency, and effectiveness of implementation of bio-energy projects in
Sonipat Parliamentary Constituency and if so, the details thereof?

(a)&(b) The details of projects supported under Phase-I of National Bioenergy
Programme in Sonipat Lok Sabha Constituency of Haryana is given below:
i. Waste to Energy – 2 nos. projects
ii. Biomass – NIL
iii. Biogas – 19 nos. projects
The details of the plants supported are placed at Annexure -I.
In Sonipat Lok Sabha Constituency of Haryana, by setting up two nos. of Waste to Energy
plants, approximate 7680 man-days of employment are provided. Whereas, by setting up 19
nos. of small household biogas plant, 532 man-days of employment are provided.
(c) There is no provision for any financial/technical assistance by the Ministry of New
and Renewable Energy (MNRE) to local bodies and Panchayats for scientific
management of agricultural waste, cow dung and municipal solid waste.
However, as per Ministry of Agriculture and Farmers Welfare (MoA&FW), the
support being extended is placed at Annexure-II. Further, as intimated, the support
being extended by Ministry of Housing and Urban Affairs, is placed at Annexure-III.
In addition to this, Galvanizing Organic Bio-Agro Resources Dhan (GOBARdhan)
launched under Swachh Bharat Mission (Grameen) Scheme ensures cleanliness in
villages by converting bio-degradable waste like cattle waste, kitchen leftovers etc.into Biogas and organic manure. It is the integral component of Solid Waste
Management under Swachh Bharat Mission Grameen (SBM-G) Phase-II scheme.
As per the operational guidelines of SBM(G) Phase-II, financial assistance of up to ₹60
per capita is available for villages with a population of up to 5,000, and ₹45 per capita
for villages with a population of above 5,000 for community level solid waste
management activities such as providing community compost pits, procurement of
waste collection vehicles and the construction of storage and segregation sheds at the
village or Gram Panchayat level.
The operational guidelines also provide for at least one Plastic Waste Management
Unit (PWMU) in each block in case clustering of blocks is not possible. A provision of
up to ₹16 lakh per block has been made for the construction of a PWMU at the block
level. Also, under Phase-II of SBM-G, financial assistance of up to Rs. 50.00 lakh per
district is available for the complete programme period from 2020-21 to 2025-26 for
setting up of Community level biogas plant. Community level biogas plants can be
constructed at village/block/district levels under SBM(G) Phase-II.
As per the scheme guidelines of National Bioenergy programme, all installed bio-
energy projects are inspected through Sardar Swaran Singh – National Institute of
Bioenergy (SSS-NIBE) along with second inspection agency before release of Central
Financial Assistance for transparency and effectiveness of scheme.

REGARDING “BIOGAS PLANTS IN HARYANA”
As per the Ministry of Agriculture and Farmers Welfare (MoA&FW), the Department
is implementing Crop Residue Management scheme and the information related to
the said scheme is as under:
To support the efforts of the Governments of Punjab, Haryana, Uttar Pradesh and
NCT of Delhi to address air pollution caused due to paddy stubble burning and to
subsidize machinery required for management of crop residue, a Central Sector
Scheme on Crop Residue Management has been implemented w.e.f. 2018-19. Under
this scheme, financial assistance @ 50% is provided to the farmers for purchase of crop
residue management machinery and @ 80% is provided to Rural Entrepreneurs (Rural
youth & Farmer as an entrepreneur), Cooperative Societies of farmers, Registered
Farmers Societies, FPOs and Panchayats for establishment of Custom Hiring Centres
of crop residue management machines. Financial support of 65% up to a maximum of
Rs. 1.50 Crore is also provided to paddy supply chain projects on the capital cost of
machinery and equipments like higher HP Tractors, Cutters, Tedder, Medium to large
Balers, Rakers, Loaders, Grabbers & Telehandlers. Financial assistance to the States
and ICAR is also provided for undertaking Information, Education and
Communication activities for mass awareness of farmers on crop residue
management. The scheme promotes the usage of machines and equipments
recommended by Indian Council of Agricultural Research (ICAR) for management of
crop residues such as Super Straw Management Systems, Happy Seeder, Super
Seeder, Smart Seeder, Zero Till Seed cum Fertilizer Drill, Mulcher, Shrub
Master/Rotary Slasher, Paddy Straw Chopper, Hydraulically Reversible Mould
Board Plough, Crop Reapers and Reaper Binders for in-situ management of crop
residue and Balers & Straw Rakes for collection of straw for further ex-situ utilization.
During the period from 2018-19 to 2025-26 (as on 31.07.2025), Rs. 3951.16 crores have
been released (Punjab — Rs. 1906.45 crores, Haryana — Rs. 1081.71 crores, Uttar
Pradesh — Rs. 838.67 crores, Madhya Pradesh — Rs. 25.00 crores, NCT of Delhi — Rs.
6.05 Crores, ICAR- Rs. 86.06 crores & others Rs. 7.22 Crores). The states have
distributed more than 3.24 lakh machines to the individual farmers and to more than
42880 CHCs in these States.Annexure -III

Under Solid Waste component of Swachh Bharat Mission Urban 2.0 (SBM-U 2.0),
launched on 01.10.2021 with the objective of attaining 100% Garbage Free Cities (GFC),
central assistance of fund are provided for setting up various type of waste processing
facilities such as Material Recovery Facilities (MRFs), composting plants, bio-
methanation plants, Refused Derived Fuel (RDF) processing facilities, plastic waste
processing facilities, waste to electricity plants, Construction and Demolition (C&D)
waste plants, sanitary landfill including Waste to Energy Plants/CBG plant.
Ministry of Housing & Urban Affairs (MoHUA) supplements the efforts of States/UTs
through the Swachh Bharat Mission-Urban by providing policy directions, financial
and technical support. Various forms of assistance are being provided by the
Government of India, inter alia.:
(i) Additional Central Assistance (ACA) at varying rates of 25%, 33% and 50% to the
States/UTs for different population category of cities for setting up of waste
processing facilities such as compost, bio-methanation, waste-to-energy, Material
Recovery Facility (MRF), Construction & Demolition Waste processing, Mechanical
Road sweeping, dumpsite remediation, etc. Mission allocation of ₹226.9 crores is
earmarked for the state of Haryana under SWM component of SBM-U 2.0, out of
which action plan having Central Share (CS) of ₹207.71 (91.5%) crores have so far been
approved.
(ii) Technical support by way of manuals. advisories, designs, protocols covering all
aspects of planning, designing and operation and maintenance of waste processing
facilities.
(iii) Funds for Capacity Building (CB) are provided to State and cities to create
institutional capacity to effectively implement programmatic interventions to achieve
mission objectives.
(iv) Funds for Information, Education and Communication (IEC) is also provided to
State and cities to ensure awareness creation along with large scale citizen outreach to
intensify 'Jan Andolan' and institutionalize swachh behavior and related set of actions,
towards achieving the vision of Garbage Free cities.
