SHRI B Y RAGHAVENDRA: Will the Minister of COMMUNICATIONS be pleased to state: (a) whether the Government has maintained a service-segment-wise and circle-wise assessment of BSNL’s revenue performance in mobility, Fibre-To-The-Home (FTTH) and if so, the details of revenue growth and subscriber trends during the last three financial years; (b) the present status of BSNL’s 4G rollout, including the number of sites commissioned, coverage achieved, timeline for nationwide expansion, roadmap for transition to 5G services; (c) whether the Government has formulated any specific strategy to strengthen telecom infrastructure in hilly, forested and geographically challenging regions where network deployment faces terrain related and commercial viability constraints and if so, the details thereof, including support through Universal Service Obligation Fund (USOF) or other policy mechanisms; and (d) whether any service-quality benchmarks, coverage obligations have been prescribed for ensuring reliable mobile and broadband connectivity in rural and difficult areas and the steps taken to improve customer satisfaction and reduce churn rates in such regions and if so, the details thereof? ANSWER MINISTER OF STATE FOR COMMUNICATIONS AND RURAL DEVELOPMENT (DR. PEMMASANI CHANDRA SEKHAR) (a) The details of FTTH and mobility revenue performance of BSNL during the last three financial years are as below: Sl. As on 28.02.2026, total 97,906 4G sites have been installed and 96,103 4G sites are ON-Air. The equipment is 5G upgradable from technology perspective. (c) & (d) To strengthen telecom infrastructure in the country including hilly, forested and geographically challenging regions, the Government is implementing various schemes such as 4G Saturation Scheme, Border Out Post (BOP)/Border Intelligence Post (BIP) etc. The details of these schemes are available on https://usof.gov.in. 1Further, Amended Bharatnet program has been approved by the Union Cabinet on 04.08.2023 with an outlay of Rs. 1.39 Lakh Crores to extend fiber to all Gram Panchayats and villages on demand basis, including provisions for 1.5 Crores high speed FTTH broadband connections in rural areas. BSNL is the Project Management Agency for this scheme. Telecom Regulatory Authority of India (TRAI) monitors the performance of service providers against the benchmark of various Quality of Service parameters, as prescribed in QoS Regulations namely “The Standards of Quality of Service of Access (Wirelines and Wireless) and Broadband (Wireline and Wireless) Service Regulations, 2024 (06 of 2024) dated 2nd August 2024', by collecting License Service Area (LSA) wise Performance Monitoring Report (PMR) from service providers on regular basis. The Performance Monitoring Report (PMR) are published on TRAI website (https://trai.gov.in/release-publication/qos-reports/pmr-reports). Wherever the Quality-of- Service benchmarks are not met, the explanation of the concerned service provider is called for and after considering the response of the service provider financial disincentive are imposed on service provider for non-complied QoS parameters. ***** 2
