Chandra Shekhar: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether it is a fact that the old Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) budget was slashed by over 60 per cent to Rs. 30,000 crore in the latest Union Budget, if so, the details thereof, State-wise; (b) the details and total pending wage liabilities and material component arrears carried over into the current financial year, State-wise; and (c) the timeline by which the Ministry guarantees the 100 per cent liquidation of these historical arrears using the transitional allocation? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): A budgetary provision of Rs. 95,692.31 crore has been made for Viksit Bharat – Guarantee for Rozgar and Aajeevika Mission (Gramin) VB–G RAM G for the FY 2026-27, which will cover the period from 01.07.2026 to 31.03.2027. This is among the highest ever budgetary allocation made for any Rural Employment Scheme in the history of Country at the Budget Estimate stage. In addition, a budgetary provision of ₹30,000 crore was made for Mahatma Gandhi NREGS for the first three mponths of FY 2026-27 and subsequently, an additional budgetary provision of ₹. 6,000 crore was made available, taking total budgetary provision under the scheme to ₹ 36,000 crore for said period of FY 2026-27. (b) & (c): In the current financial year 2026–27, pending liabilities of the wage component amounting to ₹9,711.98 crore have been released which includes all admissible pending liability for wage component for FY 2025-26. Page 1 of 3For the material component, the Ministry has issued a financial sanction amounting to ₹7,765.68 crore as the first installment to all States/UTs for release of material liabilities. Out of this an amount of ₹5,440.07 crore have so far been utilized by the States/UTs. Release of funds to the States/UTs towards settlement of pending liabilities under the erstwhile Mahatma Gandhi NREGS is a continuous process. Funds are released from time to time based on the demand for funds, utilization of funds already sanctioned, and receipt of complete proposals from the States/UTs along with the requisite documents, in accordance with the prescribed procedure and Ministry is committed to settle all admissible pending liabilities of States/UTs subject to compliance of extant guidelines. As per the request made by and following clarifications provided by the State Government, implementation of Scheme has been resumed in the State w.e.f. 01.06.2026. As per NREGASoft, the pending liability pertaining to the State of West Bengal (as on 08.03.2022) stands at ₹3082.52 crore, comprising ₹1457.22 crore under the wage component, ₹1607.68 crore under the material component, and ₹17.62 crore under the administrative component. The admissibility of this liability is subject to verification by the Central Government. ***** Page 3 of 3
