Parliament Question: Budgetary Allocation and Expansion of AYUSH Infrastructure

GOVERNMENT OF INDIA MINISTRY OF AYUSH LOK SABHA UNSTARRED QUESTION NO. 3656 TO BE ANSWERED ON 13.03.2026 Budgetary Allocation and Expansion of AYUSH Infrastructure 3656. Shri Sukanta Kumar Panigrahi: Will the Minister of AYUSH be pleased to state: (a) the total budget allocation and actual expenditure incurred, particularly under the National AYUSH Mission (NAM), AYUSH Health & Wellness Centres (A-HWCs) and medicinal plant promotion programmes during the last three financial years, year and scheme-wise; (b) the details and the number of AYUSH hospitals, dispensaries, integrated AYUSH Health and Wellness Centres and medicinal plant clusters sanctioned and operational in entire Odisha and Kandhamal Parliamentary constituency and facilities available therein during the said period; (c) whether the Government proposes to establish an AYUSH college, research centre or medicinal plant processing cluster in tribal and forest-rich districts such as Kandhamal to promote traditional knowledge, rural livelihoods and holistic healthcare and if so, the details thereof; and (d) the details of financial assistance provided to farmers, Self-Help Groups and entrepreneurs in Odisha for cultivation, value addition and marketing of medicinal plants under the National Medicinal Plants Board (NMPB)? ANSWER THE MINISTER OF STATE (IC) OF THE MINISTRY OF AYUSH (SHRI PRATAPRAO JADHAV) (a) Under the National Ayush Mission (NAM), a total of Rs. 2551.36 crore has been allocated/released to the State/UT Governments during the last three financial years for implementation of various approved activities including Ayush Health & Wellness Centres (A- HWCs) now known as Ayushman Arogya Mandir (Ayush) [AAM (Ayush)] as per their submitted State Annual Action Plans (SAAPs) and as reported by States/UTs, they have made expenditure of Rs. 2328.54 crore so far. Further, under NAM, there is no provision for Medicinal Plant promotion programme.(b) As reported by State Government of Odisha, 09 Ayush Hospitals, 709 Government Ayush Dispensaries, 422 AAM (Ayush) were sanctioned and operational in Odisha during the said period including the Kandhmal Parliamentary constituency. (c) Public Health being a State subject, the establishment of an Ayush medical college, research centre or medicinal plant-processing cluster in tribal and forest-rich districts such as Kandhamal to promote traditional knowledge, rural livelihoods and holistic healthcare comes under the purview of respective State Government. However, under NAM, there is provision for establishment of Ayush Education Institution and accordingly, State Government may avail financial assistance for the same by submitting suitable proposal as per NAM guidelines. Further, under NAM, there is no provision to support establishment of Research centre or Medicinal Plant processing unit. (d) National Medicinal Plant Board (NMPB), under Ministry of Ayush is implementing a component namely “Forward and backward linkage in supply chain of medicinal plants (Integrated Component)” under Central Sector Scheme on “Conservation, Development and Sustainable Management of Medicinal Plants” throughout the country wherein the following activities are being supported: 1. Infrastructure for Quality Planting Material to raise the planting material for distribution to the farmers for medicinal plants cultivation. 2. Information Education Communication (IEC) activities to aware the farmers. 3. Infrastructure for Post-Harvest Management and Marketing to increase the marketability of the medicinal plants, adding value to the produce, increasing profitability and reducing losses. 4. Quality Testing and Certification of raw materials. *****
