CAPACITY ENHANCEMENT IN THE FOOD PROCESSING SECTOR
2024. SMT. SMITA UDAY WAGH:
Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:
(a) whether the Government has reviewed the progress made in expansion of food
processing capacity and promotion of value addition under various schemes of the
Ministry and if so, the details thereof;
(b) whether the Government maintains data on investments facilitated for establishment,
expansion and modernization of food processing units and if so, the details thereof,
State-wise and district-wise particularly in Maharashtra including Jalgaon district;
(c) whether the Government has undertaken measures to promote value-added food
products, including millet-based products, fruit and vegetable processing and agro-
processing industries in Maharashtra including Jalgaon district and if so, the details
thereof;
(d) whether the Government has assessed the employment generated and support extended
to Micro, Small and Medium Enterprises (MSMEs), Farmer Producer Organizations
(FPOs) and food processing enterprises under these initiatives and if so, the details
thereof; and
(e) whether the Government proposes to establish additional food processing infrastructure
and value-addition facilities in Jalgaon Lok Sabha Constituency and if so, the details
thereof?

THE MINISTER FOR FOOD PROCESSING INDUSTRIES
(SHRI CHIRAG PASWAN)
(a): In order to ensure overall development of food processing sector, Ministry of Food
Processing Industries (MoFPI) has been incentivizing setting up/expansion of related
infrastructure through its two Central Sector Schemes namely Pradhan Mantri Kisan
SAMPADA Yojana (PMKSY) and Production Linked Incentive Scheme for Food Processing
Industry (PLISFPI) and a Centrally sponsored scheme PM Formalization of Micro Food
Processing Enterprises (PMFME) across the country.
MoFPI, through its schemes, is helping strengthening of food processing/ preservation
infrastructure and thereby reducing gap between production and processing capacity.
Completed projects under component schemes of PMKSY have resulted in creation of about
241.55 Lakh Metric Tonnes (LMT) of processing capacity per annum across the country. PLI
FPI has enabled PLI Beneficiary to procure and install advanced machineries at plant site
resulting in increase in capacity from 39 LMT per annum (pre-PLI) to 73 LMT per annum (post
PLI).(b): Food processing sector has attracted US $ 10.34 billion of Foreign Direct Investment (FDI)
from 2014-15 to 2025-26. Further, under component schemes of PMKSY, 1735 projects have
been approved across the country with approved grants in aid of Rs 9258.62 crore and private
investment of about Rs 23904.75 crore, as on 30.06.2026. Under PLISFPI, 163 applications
from 127 companies, at 212 locations are approved across the country with actual investment
of Rs. 9207 crore against the target committed investment of Rs.7722 crore, as on 30.06.2026.
Similarly, under PMFME, 2,00,421 micro food enterprises are approved with credit linked
subsidy of Rs 5954.57 crore and private investment of about Rs 14480.24 crore across the
country, as on 30.06.2026. The details of State-wise approved projects under three schemes of
MoFPI is at Annexure-I.
(c): In order to promote value-added food products, including millet-based products, fruit and
vegetable processing and agro-processing industries, MoFPI through its three schemes, extends
financial support to prospective entrepreneurs for setting up of related industries, as per
respective scheme guidelines across the country including Jalgaon district of Maharashtra.
District-wise approved projects in the state of Maharashtra including Jalgaon district are placed
at Annexure-II.
(d): The details of direct/ indirect employment opportunities generated through the schemes of
MoFPI across the country, as on 30.06.2026 are as follows-
PMKSY: 9.16 lakh
PMFME: 6.01 lakh
PLISFPI: 3.35 lakh
The details of incentives available under schemes of MoFPI including Micro, Small
and Medium Enterprises (MSMEs) & Farmer Producer Organizations (FPOs) are given at
Annexure-III.
(e): MoFPI does not setup any food processing Industries on its own. However, it incentivizes
setting up of such industries through its schemes including Jalgaon district of Maharashtra.

CAGR- Compound Annual Growth RateThe details of assistance available to Micro Food Processing Enterprises under PMFME
Scheme
(i). Support to Individual / Group Category Micro Enterprises: Credit-linked capital subsidy
@35% of the eligible project cost, maximum ceiling Rs.10 lakh per unit;
(ii). Support to SHGs for seed capital: Seed capital @ Rs. 40,000/- per member of SHG
engaged in food processing for working capital and purchase of small tools subject to
maximum of Rs. 4 lakh per SHG Federation.
(iii). Support for Common Infrastructure: Credit linked capital subsidy @35% subject to
maximum of Rs. 3 crore to support FPOs, SHGs, Cooperatives and any Government agency
for setting up of common infrastructure. The common infrastructure will also be available for
other units and public to utilize on hiring basis for substantial part of the capacity.
(iv). Branding and Marketing Support: Grant upto 50% for Branding and Marketing to groups
of FPOs/ SHGs/ Cooperatives or an SPV of micro food processing enterprises.
(v). Capacity Building: The scheme envisages training for Entrepreneurship Development
Skilling (EDP+): program modified to meet the requirement of food processing industry and
product specific skilling.
