CAPTIVE NON-PUBLIC NETWORKS
2880. SHRI ATUL GARG:
Will the Minister of COMMUNICATIONS be pleased to state:
(a) the status of high-speed 5G network integration specifically targeted at the industrial
manufacturing zones during 2025-26 within the Ghaziabad Lok Sabha Constituency;
(b) the details of the Captive Non-Public Networks (CNPN) licensed or operationalised by heavy
industries in Ghaziabad to implement smart manufacturing processes during the last one year;
(c) the total central technical support provided to MSMEs in Ghaziabad for adopting 5G enabled
Internet of Things (IoT) devices in their production lines;
(d) whether the Government has encountered spectrum allocation disputes or interference issues
between public telecom networks and captive industrial networks in Ghaziabad; and
(e) the steps taken/being taken by the Government to establish a 5G technology demonstration
lab for the engineering sector in Ghaziabad?
ANSWER

(a) 5G services are available in all the districts of the State of Uttar Pradesh, including Ghaziabad.
During last one year, number of 5G Base Transceiver Stations (BTSs) in Ghaziabad district has
increased from 2,527 as on 31.03.2025 to 3,141 as on 30.06.2026.
(b) No application for a Captive Non-Public Network (CNPN) license has been received by the
Department of Telecommunications (DoT) from Heavy industries in Ghaziabad during last one year.
Further, Captive Non-Public Network (CNPN) License has been granted to M/s National
Capital Region Transport Corporation Limited in 2022 for Delhi-Ghaziabad-Meerut Corridor.
(c) The Central Government has setup 100 5G labs across the country with an outlay of ₹97.67
crores which are being utilized for development of 5G use cases/applications in various socio-
economic sectors such as Education, Agriculture, Healthcare, Manufacturing & Industrial
Automation, Mining, Energy and Grid Power, Automotive Industry, Media and Entertainment etc.
Presently, six 5G labs are available in the state of Uttar Pradesh including Indian Institute of
Technology (IIT), Kanpur and Jaypee Institute of Information Technology, Noida.
1Further, the Government has also approved a financial grant of Rs. 224 crores in March 2018
to establish an ‘Indigenous 5G Test Bed' in India which are available at five locations, including IIT
Delhi and IIT Kanpur.
Micro, Small, and Medium Enterprises (MSMEs) in Ghaziabad can access nearby 5G Test
Beds and 5G use case labs for testing of 5G-enabled Internet of Things (IoT) prototypes, low-latency
applications, and smart manufacturing solutions.
(d) No complaint has been received so far in the DoT regarding interference between public
telecom networks and captive industrial networks at Ghaziabad.
(e) A 5G use case lab has been established in National Communications Academy-Technology
(NCA-T), Ghaziabad under the 100 5G use case Lab Project of DoT, which is being utilized for
training and demonstration purposes. The lab is also visited by students from nearby engineering
colleges.
