Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) the number of centres of the Central Institute of Petrochemicals Engineering and
Technology (CIPET) established across the country, State-wise;
(b) whether the salaries of scientists, professors, lecturers and other staff has been fixed in
accordance with the UGC pay scales, if so, the details thereof;
(c) if so, the basis for determining the said pay salaries including the details of the pay
structure considered for the purpose; and
(d) whether any proposal is being considered to upgrade/convert the CIPET into a full-
fledged university, if so, the details thereof?

(a) The Central Institute of Petrochemicals Engineering and Technology (CIPET) has 49
centres spread across 22 States, comprising 09 Institutes of Petrochemicals Technology (IPTs),
32 Centres for Skilling & Technical Support (CSTSs), 03 Schools for Advanced Research in
Polymers (SARPs), and 05 Sub-Centres. In addition, 03 Plastic Waste Management Centres
(PWMCs) are functional at Varanasi (Uttar Pradesh), Bhagalpur (Bihar), and Bengaluru(Karnataka), and 01 PWMC is under construction at Sanand (Gujarat). The complete list of
centres is enclosed as Annexure-I.
(b) and (c) The salaries of the regular staff of the Central Institute of Petrochemicals
Engineering and Technology (CIPET) are fixed in accordance with the Seventh Central Pay
Commission (7th CPC) pay scales, as applicable to Central Government employees. At present,
CIPET has employees in Pay Levels 1 to 15 under the provisions of the 7th CPC. The post-
wise details of the applicable pay matrix levels are enclosed as Annexure-II.
(d) At present, no proposal for upgradation or conversion of the Central Institute of
Petrochemicals Engineering and Technology (CIPET) into a full-fledged university is under
consideration. CIPET continues to award diploma-level qualifications on its own and UG/PG-
level degrees through affiliation with various universities across different States.
