Parliament Question: Central Pollution Schemes

GOVERNMENT OF INDIA MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE LOK SABHA UNSTARRED QUESTION NO. 5870 TO BE ANSWERED ON 30.03.2026 Central Pollution Schemes 5870. ADV. ADOOR PRAKASH: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: (a) whether the Government has noted that majority of funds allocated for control of pollution under central pollution schemes has not been utilized; (b) if so, the details thereof; (c) the reasons for underutilization of funds while the country is facing significant pollution challenges; and (d) whether the Government has taken any action in this regard and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI KIRTI VARDHAN SINGH) (a) to (d): Under the Central Sector Scheme ‘Control of Pollution’, a total amount of ₹ 3,122 crore has been released to CPCB, concerned SPCB/PCCs, urban local bodies and concerned agencies during FY 2021–22 to FY 2025–26 (as on 25th March, 2026), out of which an amount of ₹ 2,624 crore has been utilized by the implementing agencies. Committees at National Level (Apex, Steering, Monitoring and Implementation), State level (Steering and Monitoring) and City level Monitoring and Implementation Committee have been constituted to coordinate, monitor, evaluate the progress and provide guidance for implementation of city action plans including utilization of funds under National Clean Air Programme (NCAP) of Control of Pollution Scheme. ****
