Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to
state:
(a) whether the Government is aware of the shortfall in plantation activities under the National
Mission for a Green India recorded between the years 2015 and 2025 and the manner in
which this decline has affected the forest and green cover in the country, State/UT-wise
along with the status of such activities, particularly in Bharatpur, Nabarangpur and Keonjhar
and Bhopal Lok Sabha Constituencies;
(b) if so, the steps being taken by the Government to address the said shortfall and accelerate
plantation activities along with the progress made under the said mission in the said
Constituencies;(c) the details of specific role of the weightage (including rewards for increased forest area and
open forest inclusion) assigned by the 16th Finance Commission in incentivising States to
increase their forest cover, State/UT-wise, including Bharatpur and Dewas-Shajapur
regions;
(d) whether the Government has successfully integrated carbon sequestration monitoring using
Geographic Information System (GIS) and remote sensing into the design of the Green India
Mission and if so, the details thereof, State/UT-wise including the said
Constituencies/regions along with its impact on forest and plantation activities; and
(e) the details of funds allotted and utilized by the Karnataka during the last three years and the
current year under the said Mission, city-wise, particularly in Bengaluru?

(a) & (b) The National Mission for a Green India (GIM) is one of the nine Missions under the
National Action Plan on Climate Change (NAPCC) and aims to protect, restore, and
enhance forest and tree cover while contributing to climate change mitigation and
adaptation through plantation and ecosystem restoration in identified landscapes. The
Mission adopts a landscape-based approach, focusing on integrated restoration and
management of forests and allied ecosystems at the landscape and micro-ecosystem
level, while addressing ecological, hydrological, and socio-economic dimensions.
GIM is implemented through a convergence-based framework, aligning with various
Central and State Government schemes and programmes, including CAMPA,
MGNREGS, State Forestry Plans, and other afforestation and watershed initiatives.
This approach ensures optimal utilization of resources, avoids duplication of efforts,
and enables scaling up of restoration interventions across large landscapes with
community participation. Activities under GIM are undertaken based on approved
Perspective Plans and Annual Plans of Operation submitted by the States and approved
by the National Executive Council.
GIM has significantly contributed to the overall increase in India’s forest and tree
cover. As per the India State of Forest Report (ISFR), forest and tree cover has
increased from 7,94,245 sq km in 2015 to 8,27,356.95 sq km in 2023, registering a net
increase of 33,111.95 sq km. These gains are attributable to sustained afforestation,
eco-restoration, and coordinated efforts of Central and State Governments under
various schemes, including GIM. The State/UT-wise forest and tree cover details as
per ISFR 2015 and 2023 are placed at Annexure-I.
Further, under the overarching theme of “Ek Ped Maa Ke Naam”, a nationwide
voluntary plantation initiative was launched on 5th June 2024 to promote tree planting
as an environmental and emotional commitment through public participation and
convergence with ongoing schemes. The details of overall plantation activities
undertaken in Bharatpur, Nabarangpur, Keonjhar, and Bhopal districts under Ek Ped
Maa Ke Naam are provided in Annexure-II.

(c) The Finance Commission recommends the devolution of funds to States based on
various criteria, including forest and ecology. The weightage assigned to forest and
ecology in the horizontal devolution formula provides incentives to States formaintaining and enhancing forest cover. The distribution of funds under Finance
Commission recommendations is done State-wise and not constituency-wise.
Accordingly, no separate allocation is made for Bharatpur or Dewas-Shajapur regions.
(d) Monitoring of forest and tree cover, including assessment of forest carbon stock, is
carried out biennially by the Forest Survey of India (FSI) using remote sensing, GIS-
based tools and ground-based inventory methods. These assessments include the
impact of afforestation and restoration activities undertaken under various schemes
including the Green India Mission. State/UT-wise details of forest carbon stock as per
ISFR 2023 are given in Annexure-III.
(e) Funds under the Green India Mission are released to the States/UTs based on approved
Annual Plans of Operation. In the State of Karnataka, funds have been released during
the last three years and the current year for implementation of approved activities under
GIM. The Mission is implemented in selected landscapes namely Siddapura (Uttar
Kannada), Arkalgud (Hassan) and Chincholi (Kalburgi). The Year-wise details of funds
released and utilized by the State of Karnataka are given in Annexure-IV.
