**Summary:**

To ensure proper implementation and address concerns about quality, transparency, and timelines, the Development Monitoring and Evaluation Office (DMEO), in coordination with approximately 70 ministries/departments, has developed an Output Outcome Monitoring Framework (OOMF) for Central Sector (CS) and Centrally Sponsored Schemes (CSS). This framework strengthens outcome-based monitoring of scheme performance against targets. Since 2019-20, the framework has been tabled in Parliament annually alongside the Union Budget for schemes with outlays of Rs 500 crore or more. Frameworks for other schemes are laid in Parliament by the respective ministry/department along with their Detailed Demand of Grants (DDGs).
The OOMF includes nearly 3000 key output and outcome indicators for approximately 400 Central Sector and Centrally Sponsored Schemes. DMEO has also developed an online dashboard where targets are captured, and progress is periodically updated by the respective ministry/department, enabling stakeholders to monitor scheme performance. The Minister of State in the Ministry of Planning, Rao Inderjit Singh, provided this information in response to the parliamentary inquiry.

(a) whether it is a fact that a number of Centrally Sponsored Schemes (CSS), partly
funded by the Central Government are implemented by the State Governments and
Union Territories and if so, the details thereof;
(b) whether the Government has any monitoring mechanism available to ensure proper
implementation of these schemes and if so, the details thereof;
(c) whether the Government has taken cognisance of complaints received in which
questions have been raised on quality, transparency and timelines of these schemes;
(d) if so, the names of the schemes in which serious shortcomings have been found by the
Central Government while monitoring them during the last three years and the names
of the States/Union Territories against which action has been taken; and
(e) whether Government is going to adopt measures like third party audit, digital
tracking, social audit or real-time dashboard to further strengthen the monitoring
system and if so, the details thereof?
