CHALLENGES IN POWERLOOM INDUSTRY IN UTTAR PRADESH

Will the Minister of TEXTILES be pleased to state:
(a) whether Government is aware that powerloom industry in Uttar Pradesh is highly unorganised and facing
critical challenges largely due to technological obsolescence, financial distress, lack of credit, high operational
costs and heavy reliance and exploitation by middlemen, health and occupational hazards and impact of
regulatory changes;
(b) the manner in which Government proposes to address these challenges hindering the growth of powerloom
industry in Uttar Pradesh that threaten the livelihoods of thousands of weavers; and
(c) the details of schemes implemented and support extended by Government for the development and
betterment of this industry?
ANSWER

(a) to (c): The Government of India, Ministry of Textiles has been providing financial assistance and
institutional support to the powerloom sector throughout the Country including in Uttar Pradesh. Ministry of
Textiles has been implementing several schemes for the development, modernization and sustainability of
powerloom units across the country, including those in Uttar Pradesh. The major interventions include;
(a) Amended Technology Upgradation Fund Scheme (ATUFS).
(b) PowerTex India Scheme.
(c) Comprehensive Powerloom Cluster Development Scheme (CPCDS).
(d) Textile Cluster Development Scheme (TCDS). The details of fund allocated to Uttar
Pradesh under these schemes are enclosed at Annexure-A.
The Ministry has revamped the erstwhile Powerloom Service Centres (PSC), including 6 PSCs in Uttar
Pradesh, into Institutes of Textile Design and Apparel Development Centres (ITADCs) with revised charter of
duties and planned upgradation of facilities and manpower. These include cluster-specific facilities, including
strengthening of testing infrastructure, installation of modern looms and preparatory machines, testing
instruments, sewing and embroidery machines for garment and apparel development, and design development
facilities.Annexure-A
