CHANGES IN GUIDELINES UNDER PMGSY
391. SHRI LALJI VERMA:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether some roads have been earmarked in Ayodhya and
Ambedkar Nagar districts under the Pradhan Mantri Gram
SadakYojana (PMGSY) in the financial year 2024-25 and 2025-
26;
(b) if so, the details thereof and if not, the reasons therefor; and
(c) whether the Government has made changes in the rules of
PMGSY acting on the proposal of public representatives to
identify villages under their Parliamentary Constituencies, if
so, the details thereof?

(a) & (b): The State of Uttar Pradesh has been sanctioned the full
entitlement of roads and bridges under Pradhan Mantri Gram
SadakYojana (PMGSY)-I, II and III. In Ayodhya and Ambedkar Nagar
districts, no works under PMGSY have been sanctioned during
the FY 2024-25 and 2025-26.
Before the FY 2024-25, a total of 298 road works with a length
of 1194 Km were sanctioned under PMGSY in Ayodhyaya district
and all road works have been completed.
Similarly, before the FY 2024-25, a total of 248 road works
with a length of 875 Km were sanctioned under PMGSY in
Ambedkarnagar district and all road works have been completed.
Page 1 of 3(c): The PMGSY has an inbuilt mechanism for consultation with
public representatives at various stages of planning and
implementation of the programme. Advisories have been issued and
reiterated from time to time to the State Governments/State Rural
Road Development Agencies, giving emphasis, inter-alia, on strict
compliance of these provisions.
Further the following provisions have been made under the
Programme Guidelines of PMGSY-IV :-
(i) The District Rural Roads Plan (DRRP) is to be updated and a
Comprehensive New Connectivity Priority List (CNCPL) at Block and
District level has to be prepared, based on the survey, and placed
before the District Panchayats. Thereafter proposals have to be
approved by District Panchayats. In all these stages the
suggestions and proposals from Hon'ble Members of Parliament are
to be given due importance.
(ii) After the CNCPL is prepared and verified it shall be placed before
the district Panchayat. The Member of Parliament/MLAs shall be
given a copy of the CNCPL and their suggestions and the
suggestions of lower level Panchayati Raj institutions shall be given
fullest consideration by the district panchayat while according its
approval.
(iii) Also, the suggestions of the Hon'ble Members of Parliament
regarding the eligible habitations should be duly recorded in MP-1
format before submission of proposals to district Panchayat for
approval. This will ensure that the eventual selection of the
habitations is comprehensive and it strengthens the planning and
implementation under the programme.
Vide Ministry’s Circular dated 29.01.2025, States were advised that
during the survey process of PMGSY-IV, the Project Implementation
Units (PIUs) should apprise the Hon'ble Members of Parliament
(both LokSabha and RajyaSabha as per the PMGSY norms) regarding
the ongoing survey and give due consideration to their suggestions
for inclusion of habitations in DRRP and CNCPL as per the eligibility
norms of the programme.
