Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
a) whether the Government is setting up a Central Institute of Petrochemicals Engineering
& Technology (CIPET) and Centre for Studies of Tradition and Systems (CSTS) Centre at
Bhagalpur, Bihar;
(b) If so, the total project cost, area and present status of the said Centre;
(c) whether the Government proposes to create the facilities like administrative
building, academic building, workshop, tool room, plastic processing workshop, testing
laboratories, library and hostel in the said Centre; and
(d) whether the complex was proposed to be fully operational by August, 2023, if so,
the details thereof and reasons for delay along with the time by which it is likely to be made
operational?

a. & (b) The Department has approved the establishment of CIPET: Centre for Skilling
& Technical Support (CSTS) at Bhagalpur, Bihar, at a total project cost of ₹ 40.10
crore to be shared between the Central and State Government on a 50:50 basis. The
Centre has total area of approximately 8 acres and is operational..
c. The CIPET centre has comprehensive infrastructure facilities including administrative
building, academic building, workshop, tool room, plastics processing workshops,
testing laboratories, library and Hostel.
d. The Centre commenced operations during the 2022-2023 academic session from its
temporary premises allocated by the Labour Resource Dept., Govt. of Bihar, at theWomen ITI Campus in Bhagalpur. The permanent campus of CIPET: CSTS,
Bhagalpur, was inaugurated on 19.01.2025. Currently, the centre is fully operational
and is offering long-term training programmes of Diploma in Plastics Technology
(3 Years) and Diploma in Plastics Mould Technology (3 Years).
