GOVERNMENT OF INDIA MINISTRY OF EDUCATION DEPARTMENT OF SCHOOL EDUCATION & LITERACY LOK SABHA UNSTARRED QUESTION NO- 1374 ANSWERED ON- 27/07/2026 CLOSURE OF GOVERNMENT SCHOOLS 1374. Shri Anand Bhadauria: Will the Minister of EDUCATION be pleased to state: (a) whether widespread closure and merger of thousands of primary and secondary Government schools in the country in recent years has adversely affected the implementation of RTE Act, 2009 which guarantees free and compulsory education for children aged 6-14 in neighbourhood schools; (b) if so, the details thereof; (c) the data on such closures and mergers of schools in the country during the last five years State/UT and year-wise including district wise for Uttar Pradesh; (d) the extent to which the increased distance to merged schools affect enrolment, retention and learning outcomes, especially for girls, SC/ST, and economically weaker children, State/UT-wise; and (e) the details of corrective measures initiated by the Government to ensure full compliance with RTE norms regarding pupil-teacher ratio, infrastructure and access to schools as per RTE Act, 2009? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) to (c): Education is in the concurrent list of the Constitution and the opening, merger/closing of schools is within the purview of respective State Government and UT Administration. The National Education Policy 2020 underscores that although consolidation of schools is an option that is often discussed, it must be carried out very judiciously, and only when it is ensured that there is no impact on access (Para 7.4). The aim of the school complex/cluster is to ensure greater resource efficiency and more effective functioning, coordination, leadership, governance, and management of schools in the cluster.As per the information provided/uploaded by the States and UTs on the Unified District Information System for Education Plus (UDISE+), the number of Government schools in the country, State/UT-wise for the last five years is at Annexure I. The district- wise number of Government schools in Uttar Pradesh for the last five years is at Annexure II. (d): The Gross Enrolment Ratio (GER) of girls, SC students and ST students during the last 2 years is at Annexure III, Annexure IV and Annexure V, respectively. The overall Retention Rate for girls during the last 2 years is at Annexure VI. The Ministry of Education undertakes large-scale assessments to measure learning outcomes in schools across the country from time to time. In this regard, the PARAKH Rashtriya Sarvekshan 2024 (formerly National Achievement Survey) was conducted by the National Assessment Centre-PARAKH, NCERT under the aegis of the Department of School Education & Literacy, Ministry of Education to measure the baseline performance under the National Education Policy (NEP) 2020 in development of competencies among students at the end of the Foundational, Preparatory and Middle Stages (Grades 3, 6 and 9 respectively) of schooling. Nationwide over 21.15 lakh students, including SC, ST and OBC students, and 2.70 lakh teachers from more than 74,000 schools across 781 districts from all States/UTs participated in the assessment. National, State and District level reports for PARAKH Rashtriya Sarvekshan 2024 providing insights on variation in learning outcomes across social groups for all subjects assessed are available at https://dashboard.parakh.ncert.gov.in/en, a dedicated dashboard designed to disseminate the findings of the assessment. (e): This Department is implementing an integrated centrally sponsored scheme of Samagra Shiksha since 2018-19. The Samagra Shiksha scheme has been aligned with the aims and objective of the National Education Policy 2020 and the Right of Children to Free and Compulsory Education (RTE) Act, 2009. Substantial improvements have been made in access across levels of school education. Under Samagra Shiksha, financial assistance is provided to States and UTs for undertaking various activities for Universalization of School Education including opening/strengthening of new schools upto senior secondary level, construction of school buildings & additional classrooms, development/strengthening of school infrastructure innorthern border areas under Vibrant Village Programme, setting up, up-gradation and running of Kasturba Gandhi Balika Vidyalayas, setting up of Netaji Subhash Chandra Bose Avasiya Vidyalayas, construction of hostels for PVTGs under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN), construction of hostels under Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA) for unsaturated ST population, free uniforms to eligible children and free text books at elementary level, transport allowance and undertaking enrolment & retention drives. Special training for age-appropriate admission of out of school children and residential as well as non-residential training for older children, seasonal hostels / residential camps, special training centres at worksites, transport/ escort facility are also supported to bring out of school children to the formal schooling system including support to complete their education through NIOS/SIOS. Under the student-oriented component for the children with special needs, financial assistance is provided for identification and assessment of children with special needs, aids and appliances, braille kits and books, appropriate teaching learning material and stipend to girl students with disability etc. In order to maintain appropriate Pupil-Teacher Ratio (PTR) at various levels of schooling, the Central Government provides financial assistance to States/UTs as per norms of the scheme. However, education is in the concurrent list of the Constitution and the opening, merger/closing of schools is within the purview of respective State Government and UT Administration- which are the appropriate Government under the RTE Act. Accordingly, matters relating to recruitment, service conditions and deployment of teachers fall within the administrative domain of the concerned States/UTs. ****Annexure I ANNEXURE REFERRED TO IN
