Parliament Question: Coal Production in Odisha

GOVERNMENT OF INDIA MINISTRY OF COAL LOK SABHA UNSTARRED QUESTION NO. 3081 ANSWERED ON 11.03.2026 COAL PRODUCTION IN ODISHA 3081. SMT. SANGEETA KUMARI SINGH DEO: Will the Minister of COAL be pleased to state: (a) the details of total coal production in the State of Odisha during the last two financial years along with the details of royalty, auction premium and revenue share received by the State Government; (b) the total funds accrued under District Mineral Foundation (DMF) in coal-bearing districts such as Angul, Jharsuguda and Sundargarh during the last three financial years; (c) whether the Government has reviewed utilisation patterns of DMF funds for health, drinking water, road infrastructure and environmental restoration in affected areas and if so, the details thereof; and (d) the steps being taken by the Government to ensure equitable distribution of mining-related benefits to peripheral and backward districts of Western Odisha? (b): The details of total funds accrued under District Mineral Foundation (DMF) in coal- bearing districts of Angul, Jharsuguda and Sundargarh during the last three financial years are given below: 1DMF on accrues basis (in ₹ Crore) District 2022-23 2023-24 2024-25 Angul 630.03 526.34 472.45 Jharsuguda 202.99 179.41 181.58 Sundargarh 281.00 252.48 261.62 (c) & (d): For ensuring the development and equitable distribution of mining related benefits to coal producing districts, Government has enacted the provision of DMF which primarily focuses on development activities in coal bearing districts. Further to ensure judicious utilization of DMF funds and to foster accountability, Ministry of Mines issued order to States in September 2015 to incorporate the Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) in the rules framed for DMF by States. Further, in January 2024, Ministry of Mines has issued order in supersession of earlier order of September 2015, to incorporate the revised Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) in the rules framed for DMF. The extant provisions, mandate that at least 70% of the DMF funds be utilized in High Priority sectors such as drinking water supply, environment preservation and pollution control, healthcare, education, etc. Further, up to 30% of DMF funds be utilized in other priority sectors such as physical infrastructure, irrigation, energy and watershed development and any other measures for enhancing environmental quality. Further, a minimum 70% of the total DMF funds are to be spent exclusively in directly affected areas (i.e. within 15 km from mine boundary) and upto 30% of the total DMF funds be spent in indirectly affected areas (i.e. 15 to 25 km from mine boundary).
