UNSTARRED QUESTION NO. 1937
ANSWERED ON 11.02.2026
COAL SUPPLY TO TAMIL NADU
1937. Dr. T Sumathy Alias Thamizhachi Thangapandian:
Will the Minister of COAL be pleased to state:
(a) whether it is a fact that Tamil Nadu received about 20 per cent lower coal supply in fourth
quarter of the year 2025 compared to certain northern States despite its power requirements;
(b) if so, the details of coal allocation and supply during 2025–26, State-wise;
(c) whether the Government is aware that reduced domestic supply has increased coal imports
and electricity costs in Tamil Nadu and if so, the details thereof;
(d) whether funds amounting to about 1,500 crore under coal gasification and clean coal
schemes proposed for Tamil Nadu projects remain unreleased; and
(e) if so, the steps taken by the Government to ensure equitable coal distribution and timely
clean-energy funding to southern States including, Tamil Nadu?
ANSWER
MINISTER OF COAL AND MINES
(SHRI G. KISHAN REDDY)
(a) & (b): The receipt of domestic coal to the domestic coal based (DCB) power plants in the
state of Tamil Nadu during fourth quarter (October-December, 2025) was about 6.42 MT (7184
MW), whereas that for the states of Haryana, Punjab, Rajasthan and Uttar Pradesh was 3.8 MT
(5330 MW), 4.5 MT (5680 MW), 6.9 MT (8900 MW) and 26 MT (30015 MW) respectively.
It is thus seen that the receipt of domestic coal to the DCB plants located in the state of Tamil
Nadu has been higher in terms of receipt per unit installed capacity.
The State wise & quarter wise details of receipt of domestic coal at Domestic coal based (DCB)
during 2025-26 (April-Dec) is attached as Annexure-I.
(c): Details of receipt of coal (domestic & imported) in DCBs located in State of Tamil Nadu
from FY 2022-23 to FY 2025-26 (till Dec’25) is as below:
Receipt of Coal (Million Tonnes)
Financial Year % Share of Imported Coal
Domestic Imported Total
2022-2023 30.8 2.2 33.0 6.7%
2023-2024 30.4 1.9 32.3 5.9%
2024-2025 29.6 1.5 31.1 4.8%
2025-2026 (Apr-Dec) 19.6 0.6 20.2 3.0%
It may be seen that share of imported coal in the total coal receipt has been reducing.(d) & (e): No funds are earmarked to Tamil Nadu or any other State Government under coal
gasification and clean coal schemes. Coal / lignite gasification projects submitted by project
proponents are considered for support under Financial Incentive Scheme, launched on
24.01.2024. At present, no proposal from the Government of Tamil Nadu or it's agencies has
been received. Further, coal is distributed in the country under various policies and guidelines
of the Ministry of Coal.
