Will the Minister of COAL be pleased to state:
(a) the current status of the Coal Trading Exchange (CTE) across the country including Jharkhand and
Jammu;
(b) the number of coal blocks which have commenced actual production till date out of the 131 coal blocks
allocated under the Commercial Coal Mining Policy especially the number of coal blocks in Jharkhand,
Odisha, Chhattisgarh particularly in Surguja region along with actual production being made by them;
(c) the details of penalties imposed for delays in achieving the milestones;
(d) whether the Government has completed the revised Jharia Master Plan for rehabilitation and if so, the
details thereof along with the new technologies being deployed to manage long-standing underground mine
fires and landslides in Jharkhand particularly in Hazaribagh and Ramgarh districts;
(e) whether similar measures are being considered for other coal-producing regions including Surguja in
Chhattisgarh; and
(f) whether the Government has assessed the impact of commercial coal mining and related infrastructure
development in Odisha particularly in Keonjhar Lok Sabha Constituency and if so, the details thereof?

QUESTION NO. *473 FOR ANSWER ON 25.03.2026 ASKED BY SHRI PRAVEEN PATEL AND
DR. SANJAY JAISWAL REGARDING COAL TRADE EXCHANGE.
(a): Ministry of Coal has initiated the process of setting up of Coal Exchange (s) in the country in pursuance
of the legislative provisions of the Mines and Minerals (Development and Regulation) Amendment Act,
2025. Section 18B of the Mines and Minerals (Development and Regulation) Amendment Act, 2025
empowers the Central Government to frame the rules for the purpose of Coal Exchange (s). In pursuance
of the provisions, Ministry of Coal has initiated the process of formulation of the Coal Exchange Rules,
which shall provide for the objectives and structure of the Coal Exchange (s) to be established in the
country.
(b): Out of the 131 coal blocks allocated under the Commercial Coal Mining Policy, 21 coal blocks have
obtained Mine Opening Permission and 12 coal blocks have commenced production as on 28th February,
2026. District wise details of these 12 coal blocks along with production details is as below:

2(c): The details of penalties imposed against coal blocks allocated under commercial auction scheme post
2020 is at the Annexure.
(d): Government has approved the Revised Jharia Master Plan (JMP) in June, 2025 for dealing with Fire,
Subsidence & Rehabilitation of affected families of Jharia Coalfield. The initial phase of Revised JMP is
applicable to 81 most vulnerable sites and the initial phase is to be completed by December, 2028.
The fire is being extinguished by digging out through excavation or blanketing by overburden (OB). To
monitor the success of this process, Bharat Coking Coal Limited periodically conducts surveys through the
National Remote Sensing Centre (NRSC), Hyderabad, for delineation of surface fires.
As per the NRSC survey report of the year 2017-18, the surface fire area was 3.26 sq. km, which has
reduced to 1.53 sq. km in the year 2024-25. Further, as per the survey of the year 2020-21, there were 27
fire locations, out of which 17 have been dealt with by excavation and blanketing through OB as on date.
Mines of Argada, Barka-Sayal, Kuju, Hazaribagh and Rajrappa Areas of Central Coalfields Ltd. (CCL) are
located in Hazaribagh and Ramgarh districts of the State of Jharkhand, which are not a part of Jharia Master
Plan. Long-standing underground mine fire exists in Kuju Colliery, Kuju area, of CCL, located in Ramgarh
district of Jharkhand. Drone based Scientific study using Thermal Infra-Red Sensor (TIR Survey) has been
conducted by Central Mine Planning & Design Institute Limited (CMPDIL) to map the extent of mine fire.
Based upon this study, Mining Plan is under preparation at CMPDIL, to dig out the existing fire through
opencast working. In other Areas of CCL located in Ramgarh and Hazaribagh districts, there is no case of
long standing underground mine fire and landslides.
(e): South Eastern Coalfields Limited (SECL) has presently only one mine namely Amera OC situated in
Sarguja district of Chhattisgarh, where so far challenges as mentioned in Jharia master plan have not arisen.
(f): No coal block has been allocated in Keonjhar Lok Sabha Constituency since inception of Commercial
coal mining in 2020. However, Ministry of Coal has auctioned 26 coal mines in the State of Odisha under
commercial coal mine auction policy. These 26 coal mines have cumulative Peak Rated Capacity (PRC)
of 150.63 MTPA. These mines once operationalized are expected to provide an annual revenue of Rs
18,344 crore, attract capital investment of Rs 22,594 crore and provide employment to 2,03,652 persons.
