Will the Minister of Food Processing Industries be pleased to state:
(a) whether despite immense potential for cold storage in Rajasthan including Jhunjhunu Lok Sabha Constituency, the farmers have not got required encouragement/incentives and if so, the details thereof;
(b) whether the Government has not been able to establish cold storage and packaging hubs in the rural areas of Rajasthan including the said district and if so, the details thereof;
(c) whether the benefits of food processing schemes have reached only to large industrialists and leaving farmers neglected;
(d) if so, the reasons for farmers remaining neglected; and
(e) if not, the number of farmers given assistance by the Government in Rajasthan along with the details of amount thereof, district-wise during of the last three years including in the said Lok Sabha Constituency? ANSWER THE MINISTER OF FOOD PROCESSING INDUSTRIES (SHRI CHIRAG PASWAN)
(a) to (e): A Statement is laid on the Table of the House. *****STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. *271 FOR ANSWER ON 18.12.2025 REGARDING “COLD STORAGE AND PACKAGING HUBS IN JHUNJHUNU”
(a) to (e): The Ministry of Food Processing Industries (MoFPI) is implementing a Central Sector umbrella scheme “Pradhan Mantri Kisan Sampada Yojana (PMKSY)” to support setting up of food processing projects across the country including the State of Rajasthan. Under the component schemes namely (i) Integrated Cold Chain and Value Addition Infrastructure (Cold Chain scheme), (ii) Creation of Infrastructure for Agro Processing Clusters (APC scheme) and (iii) Operation Greens (OG scheme)- Long term intervention of PMKSY, cold storage is supported as a constituent in the integrated food processing projects. However, these component schemes do not support setting up of standalone cold storage facilities. The above-mentioned component schemes of PMKSY are demand driven and the proposals for setting up of food processing projects are invited by floating Expression of Interests (EoIs) from time to time. Any eligible entrepreneur including farmers or entity from across the country including the Jhunjhunu district of Rajasthan can apply and avail the benefit under any of the component schemes, whenever the Expression of Interest is open.
MoFPI is also implementing a Centrally Sponsored “PM Formalisation of Micro Food Processing Enterprises (PMFME) scheme” for providing financial, technical and business support for setting up of new / upgradation of food processing enterprises across the country including the State of Rajasthan. The scheme is demand driven and is being implemented in rural as well as urban areas.
The scheme aims to enhance the competitiveness of micro-enterprises in the unorganized segments of the food processing industries and promote formalization of the sector.
Department of Agriculture & Farmers Welfare is implementing Mission for Integrated Development of Horticulture (MIDH) for holistic development of horticulture sector in the country. Under MIDH, financial assistance is provided for various post-harvest management infrastructure including setting up of Pack Houses, Integrated Pack House, cold storages, Reefer Transport, Ripening Chamber etc. on the basis of Annual Action Plan (AAP) received from States/UTs. AAPs are prepared by the States/UTs based on their requirement, capacity and availability of resources. This scheme is demand/ entrepreneur driven and financial assistance in the form of credit linked back ended subsidy is provided at the rate of 35% of the project cost in general areas and 50% of the project cost in case of NE & Himalayan States, TSP and Scheduled areas, vibrant villages, Andaman & Nicobar and Lakshadweep Islands through respective State Horticulture Mission(s) (SHMs).
Besides, National Horticulture Board (NHB) under DA&FW is implementing a scheme namely, Capital Investment Subsidy for Construction/ Expansion/ Modernization of Cold Storages and Storage of Horticulture Products. Under this scheme, credit linked back ended subsidy at the rate of 35% of the capital cost of the project in general areas and 50% in case of North East, hilly & scheduled areas for Construction/ Expansion/ Modernization of cold storage and Controlled Atmosphere (CA) storage of capacity above 5000 MT and up to 10000 MT is available. In case of North Eastern region, the units with capacity above 1000 MT are also eligible for financial assistance. The scheme is demand driven and being implemented across the country including the Jhunjhunu district of Rajasthan.To avail financial assistance under PMKSY for setting up of food processing projects, any individual / Central & State PSU / Joint Venture / NGO / Cooperative / Self Help Group (SHG) / Farmer Producer Organizations (FPOs) / Farmer Producer Company (FPC) / Public & Private Sector Companies / Limited Liability Partnerships (LLP) / Partnership Firms / Proprietorship Firms from across the country are eligible. Further, FPOs/FPCs/SHGs comprising of farmers and applicants from SC/ST categories/ ITDP areas have been provided with the following advantages over the applicants from general areas/ general category under the component schemes of PMKSY:
(i) shall have net worth equal to the grants-in-aid sought as against 1.5 times of the grants- in-aid sought in case of applicant from general area.
(ii) shall infuse promoters’ equity of not less than 10% of the total project cost as against not less than 20% of the total project cost in case of applicant from general area
(iii) shall avail term loan of not less than 10% of the total project cost as against not less than 20% of the total project cost in case of applicant from general area
(iv) shall be eligible for availing grants-in-aid / subsidy at the rate of 50% of the eligible project cost as against 35% of the eligible project cost in case of applicant from general area As on 31.01.2025, as per the data provided by DA&FW, 8760 total number of cold storages have been created with total capacity of 397.08 LMT across the country. Details of the same are attached as Annexure-I.
Under PMKSY, 24 projects with grants-in-aid/ subsidy of Rs. 94.73 crore have been approved during the last three years (2022-23 to 2024-25) in the State of Rajasthan. No food processing proposal has been received so far from Jhunjhunu district of Rajasthan. District-wise details of projects approved during last three years (2022-23 to 2024-25) under PMKSY in the State of Rajasthan are provided at Annexure-II.
Under PMFME scheme of MoFPI, a total of Rs. 104.42 crore as subsidy component has been
provided to 1087 beneficiaries in the State of Rajasthan including subsidy component of Rs. 1.42 crore to 24 beneficiaries in the district of Jhunjhunu for setting up of micro food processing enterprises during last three financial years from 2022-23 to 2024-25. District-wise details of projects approved during last three years (2022-23 to 2024-25) under PMFME scheme in the State of Rajasthan are provided at Annexure-III. Further, an incubation centre at Krishi Upaj Mandi Samiti, Udaipur was established with a sanctioned grants-in-aid of Rs. 3.45 crore for the processing of minor forestry products and spices.
Under Capital Investment Subsidy for Construction/ Expansion/ Modernization of Cold Storages and Storage of Horticulture Products scheme of National Horticulture Board, 5 cold storage projects have been supported with financial assistance of Rs. 7.83 crore during last three financial years (2022-23 to 2024-25) in the State of Rajasthan. However, no cold storage project has been supported in the district of Jhunjhunu.
