Will the Minister of PANCHAYATIRAJ be pleased to state:
(a)whether the Government hasreleasedthe entire Central amountof the share for the period
2022-26 in proportion to the amount spent by Bihar under the Rashtriya Gram Swaraj
Abhiyan(RGSA), if so, the detailsthereof; and
(b) the number of Panchayats inBihar where Common Service Centres(CSCs) and computer
systems have beenset upso far; and
(c)the detailsandthe numberof Panchayatswhere computershave not beenprovidedyet?

(a) Yes, Sir. Revamped RGSA is demand-driven in nature. The Ministry has released the
Central share for the period of 2022-23 to 2025-26 to the State of Bihar as per the norms of
RGSAbasedontheAnnualActionPlan(AAP)approved,thepaceofexpenditure&utilisation
certificate&Auditreportsubmitted.Theyear-wisedetailsoffundsreleasedandutilisedbythe
StateofBiharareasfollows:

Fund utilization includes the Central Share, the State Share, and the unspent balance of the
previous year. Fundsreleased represent the Central Share only. ForFY 2025–26,the releases
comprise fundsthrough bothSNAtill 30thJune 2025andSNA-SPARSHsince 1stJuly 2025.
(b) and (c)Panchayat, being “Local Government”, is a State subject and part of the State list
of the Seventh Schedule of the Constitution of India. However, under the scheme of
Revamped Rashtriya Gram Swaraj Abhiyan (RGSA), the Ministry provides support to
States/UTs for the establishment of an institutional mechanism for the Capacity Building &
1Training and to create Panchayat infrastructure like Gram Panchayat Bhawan, Computer and
Co-location of Common Service Centres (CSCs) in Gram Panchayat Bhawan on a limited
scale.
As reportedbythe State,Right toPublicService(RTPS)centersin all8053 Gram Panchayats
are functional which are equivalent to CSCs for providing doorstep delivery tocitizens at GP
level. Further, during FY 2024-25, 2000 computers, along with printers and scanners, have
been provided to GPs under the Revamped RGSA. Further, as per the information provided
by the State, 3882 GPs out of 8053, are yet to be supported with computer and accessories.
However, during the current financial year 2025-26, 2171 additional computers were
approvedfor the State of Bihar underthe scheme.
