Parliament Question: Implementation of SVAMITVA Scheme in Chhattisgarh

GOVERNMENT OF INDIA MINISTRYOF PANCHAYATIRAJ LOK SABHA UNSTARREDQUESTION NO. 5236 ANSWEREDON 24.03.2026 IMPLEMENTATIONOFSVAMITVASCHEMEIN CHHATTISGARH †5236.SHRIBRIJMOHAN AGRAWAL: Will the Minister of PANCHAYATIRAJ be pleased to state: (a) the current status of implementation of the SVAMITVA Scheme in Chhattisgarh, includingthe numberof villages surveyed through drone mapping; (b) the number of property cards issued to rural households in the State under the scheme, district-wise; (c)whether the Government hasassessed the impact of propertycardson enablingrural households in Chhattisgarh to access institutional credit and formal financial services, if so, the detailsthereof; (d) the steps taken to ensure effective coordination between Panchayati Raj Institutions and Staterevenue authorities for smooth implementationof the scheme; and (e)whether the Government proposes toextend drone-based propertysurveys toall remainingvillagesin Chhattisgarh within a specified timeline,if so, the detailsthereof? ANSWERS MINISTER OF PANCHAYATI RAJ (SHRIRAJIVRANJAN SINGH ALIAS LALAN SINGH) (a), (b) and (e) As on 18th March 2026, drone survey has been completed in all 15,791 notified Abadi villages in the Chhattisgarh State. 2,07,600property cards have been prepared for 2709 villages, and 1,33,487 property cards have been distributed. District-wise details are at Annexure-I. (c) The main objective of the SVAMITVAScheme isto provide Record of Rights to property owners in rural inhabited areas. Based on SVAMITVA property cards, loans can also be availed from banks. The Ministry has not undertaken any assessment regarding impact of property cards on enabling rural households in Chhattisgarh to access institutional credit and formal financialservices. (d) Under the SVAMITVA Scheme, coordination between Panchayati Raj Institutions and State Revenue authorities is ensured through the implementation framework of the scheme for activities such as participation in survey, verification and dispute resolution processes.
