BYREDDY SHABARI Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state: (a) the details of the number of proposals received and approved under each component of the Strategic Interventions for Green Hydrogen Transition (SIGHT) Programme since its inception, State and year-wise; (b) the list of companies/implementing entities selected under the SIGHT Programme along with the locations of their green hydrogen and electrolyser manufacturing facilities; (c) the details of the amount of production achieved of electrolysers and green hydrogen by selected companies since approval, company and year-wise; (d) the details of the incentives eligible and incentives disbursed under the SIGHT Programme, company and year-wise; and (e) the details of the challenges and bottlenecks observed in the implementation of the SIGHT Programme and the steps taken by the Government to address such challenges? ANSWER THE MINISTER OF STATE FOR NEW & RENEWABLE ENERGY AND POWER (SHRI SHRIPAD YESSO NAIK) (a) to (d) The Government of India is implementing the National Green Hydrogen Mission (NGHM), with an objective to make India a global hub of production, usage and export of green hydrogen and its derivatives. Strategic Interventions for Green Hydrogen Transition (SIGHT) Programme is a key component under NGHM, which provides incentives for production of green hydrogen and its derivatives and electrolyser manufacturing. The details are as follows: (i) Component I: Incentive Scheme for Electrolyser Manufacturing. a. Under Tranche I, a total of 21 proposals were received, out of which 8 have been awarded. b. Under Tranche II, a total of 23 proposals were received, out of which 11 have been awarded. c. The details are at Annexure I. (ii) Component II: Incentive Scheme for Green Hydrogen Production (Mode 1). a. Under Tranche I, a total of 14 proposals were received, out of which 8 have been awarded. b. Under Tranche II, a total of 14 proposals were received, out of which 9 have been awarded. c. The details are at Annexure II. (iii)Component II: Incentive for Procurement of Green Ammonia Production (under Mode – 2A). The details are at Annexure III.(iv) Component III: Incentive for Procurement of Green Hydrogen Production (under Mode – 2B). The details are at Annexure IV. As of July 2026, no electrolyser manufacturing facility or Green Hydrogen production facility supported under the Scheme has been fully commissioned. Consequently, no incentive claims have been submitted or disbursed under the respective schemes. (e) Demand creation for green hydrogen and its derivatives is a key bottleneck that has been identified in the implementation of the SIGHT Programme. In this regard, the following steps have been taken: (i) Under SIGHT Mode 2A (demand aggregation for Green Ammonia) a. Green Ammonia Sale and Purchase Agreements have been signed for the production and supply of 6,70,000 Metric Tonnes per Annum (MTPA) of Green Ammonia (a derivative of Green Hydrogen) to 11 fertilizer units across India. (ii) Under SIGHT Mode 2B (demand aggregation for Green Hydrogen) a. 30,000 tonnes per annum of green hydrogen production and supply capacity has been awarded for supply to the refineries of Indian Oil Corporation Ltd. (IOCL), Bharat Petroleum Corporation Limited (BPCL), Hindustan Petroleum Corporation Limited (HPCL) and Numaligarh Refinery Limited (NRL). The following policy steps have also been taken: (i) Green Hydrogen/Green Ammonia Plants commissioned on or before 31.12.2030, and which utilize renewable energy for the production of Green Hydrogen or Green Ammonia, have been granted exemption from the payment of ISTS (Inter State Transmission System) charges for a period of 25 years, starting from the date of commissioning of the project. (ii) Duty benefits under Section 26 of SEZ Act, 2005 have been allowed to the units for installation as well as O&M of renewable energy equipment exclusively for captive consumption of the unit. (iii)Exemption has been granted from ALMM (Approved List of Models & Manufacturers) and RLMM (Revised List of Models & Manufacturers) requirements for Renewable Energy plants located inside an Special Economic Zone (SEZ) or Export Oriented Unit (EOU) and supplying power exclusively for production plants of Green Hydrogen (or its derivatives). ******Annexure I Component I: Incentive Scheme for Electrolyser Manufacturing (Tranche I) S.
