(a) the benchmarks or best practices prescribed by the Central Government for land pooling
and fair compensation in large urban or capital region projects;
(b) whether any assessment or review has been undertaken by the Centre or its institutions
regarding land pooling outcomes and farmer grievances in the Amaravati region, if so, the
details thereof;
(c) the measures recommended by central agricultural bodies to safeguard farm incomes and
livelihoods during large-scale land conversion projects; and
(d) the support, if any, extended by the Centre to farming communities affected by capital-
related land expansion projects?

(a): As per 12th Schedule of the Constitution of India, urban planning including town
planning is the function of Urban Local Bodies (ULBs)/ Urban Development Authorities.
Government of India supplements the efforts of the States through schematic interventions/
advisories. Ministry of Housing and Urban Affairs has issued Urban and Regional
Development Plans Formulation and Implementation (URDPFI) Guidelines, 2014 wherein
land pooling/ land readjustment/ development schemes are indicated as enabling tools for
planned urban expansion, to be adopted/adapted by States/Union Territories UTs as per local
laws and context.
(b): Land pooling for the Amaravati region is being implemented by the Government of
Andhra Pradesh/concerned State authorities. No assessment/review on land pooling
outcomes and farmer grievances in Amaravati has been undertaken by the central
Government.
(c): The Right to Fair Compensation and Transparency in Land Acquisition,
Rehabilitation and Resettlement Act, 2013 (RFCTLARR Act, 2013) provides a comprehensive
legal framework for land acquisition by the Government, ensuring fair compensation to
landowners, transparency in the acquisition process, and mandatory provisions for
rehabilitation and resettlement of affected families. The Act mandates Social Impact
Assessment, consent of affected families, enhanced compensation linked to market value,
and safeguards to protect the livelihood and interests of landowners and other affected
persons.
(d): Support to farming communities affected by capital-related land expansion projects
include financial compensation, rehabilitation packages & grants.
