This is a response to Unstarred Question No. 2300 in Lok Sabha, to be answered on February 12, 2026, regarding compensation to land losers in the Barmer Refinery Project. Shri Ummeda Ram Beniwal asked the Minister of Petroleum and Natural Gas whether the government has reviewed the status of compensation to land losers in the Barmer Refinery Project, including details of claimants and disbursed compensation, and whether similar compensation frameworks exist for other industrial projects in the country.
The Minister of State in the Ministry of Petroleum and Natural Gas (Shri Suresh Gopi) responded that the land for the HPCL Rajasthan Refinery Limited (HRRL) project's Refinery Complex, Reservoirs (Nachna and Refinery), and Township was leased from the Government of Rajasthan for 99 years. The land for the crude oil terminal (COT) at Mundra, Gujarat, was leased from a private entity for 30 years. Pipelines for the HRRL project have been laid on a Right of Use (RoU) basis, which does not involve the transfer of land ownership. One-time compensation is given as per the provisions of the P&MP Act, 1962. As there is no title transfer of land, the question of the status of compensation for losing land does not arise.
