ADV PRIYA SAROJ: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the total number of active skill training centres under the Skill Development Scheme of the Government in Uttar Pradesh; (b) whether these centres have adequate infrastructure, trainers, equipment and internet facilities; (c) the average dropout and completion rate in rural training centres; (d) whether the Government has received complaints of “ghost centres” or non-functional centres, if so, the list of such training centres in Uttar Pradesh; and (e) the action taken by the Government against the agencies and officials involved in such malpractices? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) to (c): Under the Government of India’s Skill India Mission (SIM) , Ministry of Skill Development and Entrepreneurship (MSDE) delivers skill, re-skill and up-skill training through an extensive network of skill development centres under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country including state of Uttar Pradesh.SIM aims at enabling youth of India to get future ready, equipped with industry relevant skills. The details of training centres set up or engaged (as on 30.06.2025) under various schemes of MSDE in India and Uttar Pradesh are as under: PMKVY 4.0 JSS NAPS Industrial Training Institutes Centres (STT Centres Establishments (ITIs) +SP)* Pan India 12,838 289 51,985 14,615 Uttar 2,588 47 6,759 3,258 Pradesh * Short-Term Training (STT) and Special Projects (SP) MSDE has prepared guidelines for Accreditation & Affiliation and Continuous Monitoring of Training Centres. The Accreditation and Affiliation (A&A) of Training Centre is a Quality Assurance process, under which Training Centres are evaluated against pre-defined parameters to ensure standardization of training infrastructure. The Accreditation Standards is a combination of Infrastructure, training, health and safety related parameters. Physical inspections are conducted at the centres to verify compliance with these criteria. Only centres who meet the required standards are allowed to impart the training under PMKVY. Further, training under the scheme of JSS is provided by Non-Government Organisations (NGOs), in their infrastructure located close to doorsteps of the target group. One time non- recurring grants-in-aid of rupees 20 lakh is provided at the time of sanction of new JSS for procurement of tools & equipment and other office infrastructure. Further, MSDE has upgraded the tools and equipment of 100 JSSs to establish them as model JSSs. ITIs have their permanent infrastructure with required equipment for respective trades, to impart practical training. Under NAPS, apprenticeship training is given in industrial establishments itself. (d) & (e): To ensure the monitoring of agencies/institutes engaged in imparting the skill training, the following measures have been taken by MSDE: PMKVY • Under PMKVY 4.0, apart from accreditation and affiliation, the life cycle of training is monitored through Skill India Digital Hub portal. Aadhaar-based enrolment and the Aadhaar-enabled biometric attendance system (AEBAS) prevent fraudulent activities, fake enrollments and track candidate attendance. There is also provision of a payment tranche linked with AEBAS attendance to discourage any malpractice of fake enrolments. Additionally, training centres are being monitored effectively through various methodologies such as self-audit reporting, call validation, surprise visits, etc. Further, there is provision of imposing penalties for non-compliant centres like blacklisting, suspension, target revocation etc. NAPS • Under NAPS, a National Steering Committee (NSC) and a Scheme Monitoring and Review Committee (SMRC) have been established at the central level to monitor the scheme. Similarly, State Implementation Review Committees (SIRCs) have been constituted at State/UT level. • Scheme is also monitored through the State Apprenticeship Advisor (SAAs) and Assistant Apprenticeship Advisor (AAAs) in every district besides utilizing Regional Directorates of Skill Development and Entrepreneurship (RDSDEs) and National Skill Development Corporation (NSDC) for this purpose. The Apprenticeship portal acts as the central hub for scheme monitoring, capturing all essential credentials of the candidates and establishments.JSS • MSDE monitors the implementation of the Scheme through periodic review meetings and filed visits. The scheme implementation is also monitored through Skill India Digital Hub (SIDH) portal. • At State level, the monitoring and supervision of the JSSs is done by the RDSDEs. The RDSDE officials periodically visit and inspect the JSS under their jurisdiction for effective monitoring. • At the JSS Level, a 16-member committee known as Board of Management (BoM) has been established in each JSS. The BoM of the JSS periodically reviews the programmes implemented by the JSS. The BoM members visit the skill training centres periodically and place their observations in the BoM meeting for taking corrective measures for improving the functioning of JSS. • Out of five JSSs have been delinked from the scheme of Jan Shikshan Sansthan since 2022-23, one JSS was from Azamgarh, Uttar Pradesh. DGT • ITIs operate under the administrative and financial control of the respective State Directorates. These State Directorates play a crucial role in monitoring and managing the day-to-day functioning of the ITIs. • To further strengthen the monitoring framework, Directorate General of Training (DGT) under the aegis of MSDE has introduced a data-driven grading methodology for ITIs. This grading system evaluates the performance of ITIs based on a comprehensive set of parameters, such as admissions, examinations etc. *****
