COMPLAINTS UNDER PMGSY IN UTTAR PRADESH

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the number of complaints received through public grievance
portals or from State Governments regarding corruption, use of
poor-quality materials or misreporting of completion status in
road projects under the Pradhan Mantri National Employment
Guarantee Scheme (PMGSY) in Uttar Pradesh during the last
three years;
(b) the number of complaints that have been investigated and
resolved and the number of complaints remain pending;
(c) the list of road development and upgradation projects in Uttar
Pradesh, especially in Jaunpur district, that have been delayed
beyond their original completion deadlines; and
(d) the details of cost escalation in these projects and the reasons
for such delays?

(a) & (b): Under the Pradhan Mantri Gram Sadak Yojana (PMGSY),
no specific complaints related to corruption, use of substandard
materials, or misreporting of completion status of road projects have
been received in respect of the State of Uttar Pradesh through the
Public Grievance portals viz Centralized Public Grievance Redress
And Monitoring System (CPGRAMS) as informed by the State.
The State informed that during the last three years, a total of 3,223
general complaints-primarily about demands for new road
construction-were registered on the Public Grievance Portals. All
these complaints have been duly examined and disposed of.
Page 1 of 2In addition, a total of 7,031 complaints have been received
through the “Meri Sadak” Mobile App, which serves as a dedicated
citizen feedback platform under PMGSY. This platform enables users
to report issues such as slow progress of works, abandoned projects,
and poor quality of roads or bridges, often supported with geo-tagged
photographs. Out of these, complaints 2865 relate to poor quality,
1763 relate to road selection or alignment, 850 are about abandoned
works, 630 are about slow pace of construction & 521 are about
corruption related issue etc. These complaints were forwarded to
State for resolution. Of the total complaints received on the “Meri
Sadak” App, final responses for all the complaints have been provided
except 3 complaints which are currently pending for resolution.
(c): Since its inception till date (07.08.2025), a total of 21,125 roads
covering 77,425 km of road length and 18 bridges have been
sanctioned under various interventions/verticals of the PMGSY in the
State of Uttar Pradesh. Out of these, 20,946 roads spanning 75,348
km and 17 bridges have been completed.
In Jaunpur District specifically, 341 roads with a total road length of
1,194 km have been sanctioned, and all the works have been
completed in full.
Further, all projects under PMGSY-I and PMGSY-II have been
completed in the State. The timeline for completion of ongoing Road
Connectivity Project for Left Wing Extremism Affected Areas
(RCPLWEA) and PMGSY-III works has been extended to 31st March
2026.
(d): Under the PMGSY, the Central Government does not bear any
cost overrun due to time overrun in completion of the projects.
