Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state:
(a) the actual percentage of financial assistance utilised at the ground level out of the total
funds released during the year 2025-26 for setting up Compressed Bio-Gas (CBG) plants
under the Sustainable Alternative Towards Affordable Transportation (SATAT) Scheme in
the country, including Uttar Pradesh and the Jaunpur Parliamentary Constituency, along with
the total number of CBG plants sanctioned and established;
(b) the total number of sanctioned plants where construction work remains incomplete due to
land-related issues, feedstock supply issues, including waste and crop stubble, technical
constraints or other reasons, in the rural areas of Uttar Pradesh and the Jaunpur Parliamentary
Constituency, along with the major reasons therefor;
(c) whether the Government has taken cognizance of or has assessed that excessive
administrative delays are being caused by Oil Marketing Companies in the procurement of
bio-gas, execution of Gas Supply Agreements and the development of pipeline and other
required infrastructure under this scheme, if so, the details thereof; and
(d) whether the Government has formulated any plan or is implementing any special scheme
to generate sustainable employment opportunities in technical and non-technical sectors for
local rural youth through bio-gas plants and agricultural residue management units,
particularly in the Jaunpur Parliamentary Constituency, if so, the details thereof?

(a) to (d) Government, with a view to promoting the setting up of Compressed Biogas (CBG)
plants across the country has adopted a “Whole of Government” approach involving multiple
Ministries and Departments under the Galvanizing Organic Bio-Agro Resources Dhan
(GOBARdhan) initiative. The Government is providing various policy and institutional
enablers to create a supportive ecosystem for CBG projects across the country including Uttar
Pradesh and Jaunpur Parliamentary Constituency, of which Sustainable Alternative Towards
Affordable Transportation (SATAT) is one such initiative.Under the SATAT initiative, Oil and Gas Marketing Companies (OGMCs) invite Expressions
of Interest (EOIs) from entrepreneurs for procurement of CBG. Government does not provide
any financial assistance for establishment of CBG plants under SATAT initiative.
CBG plants are established by entrepreneurs based on the techno-commercial feasibility of
their projects. As per information compiled from the GOBARdhan Portal, 217 CBG plants,
with an aggregate production capacity of approximately 1,773 tonnes per day, have been
commissioned as on 31st July, 2026, including 180 CBG plants under SATAT and CBG-
CGD Synchronisation Scheme.
In Uttar Pradesh, 41 CBG plants have been commissioned, including 40 under the SATAT
initiative and the CBG-CGD Synchronisation Scheme.
The Government periodically reviews matters relating to constraints in construction of CBG
plant, procurement of CBG, development of pipeline, other supporting infrastructure etc. in
consultation with OGMCs, CBG producers and other stakeholders, and take up the matter to
address the challenges.
During these reviews it was observed that constraints hindering the establishment of CBG
projects inter-alia includes land-related issues, feedstock availability and aggregation,
statutory clearances, financing, technical and commercial considerations and other project-
specific factors.
Under the Development of Pipeline Infrastructure (DPI) Scheme, financial assistance is
provided to eligible CBG producers, City Gas Distribution (CGD) entities and natural gas
pipeline operators for establishing pipeline connectivity between CBG plants/clusters and the
CGD or natural gas pipeline network to facilitate CBG evacuation and offtake.
The factors that deter the connecting pipeline project are CBG plant readiness, techno-
commercial feasibility of the project, execution of tripartite agreement under CBG-CGD
synchronization scheme, statutory clearances, and connectivity-related issues.
CBG plants promote a circular economy by converting agricultural residues, cattle dung and
organic waste into clean fuel and organic manure. They generate direct and indirect
employment in feedstock aggregation, transportation, plant construction, operation and
maintenance, logistics, and bio-manure management, creating sustainable livelihood
opportunities for rural youth in technical as well as non-technical activities across the
country, including Uttar Pradesh and the Jaunpur Parliamentary Constituency.
