CONNECTIVITY OF ROADS TO SC AND ST AREAS

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the number of villages in Jaunpur district, Uttar Pradesh,
connected with all-weather roads under the Pradhan Mantri
Gram SadakYojana (PMGSY) as on March 31, 2025, district-
wise;
(b) the total budget allocated, expenditure incurred and unutilized
for PMGSY projects since 2020, district-wise including Jaunpur
district, Uttar Pradesh;
(c) the measures taken to ensure road connectivity to Scheduled
Castes (SCs) and Scheduled Tribes (STs) dominated villages in
Jaunpur district, Uttar Pradesh;
(d) the list of approved and pending road projects along with the
expected timelines for completion of the pending projects in
the Jaunpur district of Uttar Pradesh; and
(e) the average time taken to complete PMGSY road works in
Jaunpur and the manner in which it compares to national
average?

(a): The Pradhan Mantri Gram SadakYojana (PMGSY) was launched
as a one-time special intervention to provide all-weather road
connectivity to unconnected habitations having 500+ population in
plain areas; 250+ in Special Category States/UTs, Desert Areas,
Tribal (Schedule V) Areas & selected Backward Districts; and 100+
in critical Left Wing Extremism (LWE)-affected blocks [as notified by
Ministry of Home Affairs (MHA)] in rural areas, as per Census 2001.
Page 1 of 8As per PMGSY guidelines, unit of connectivity is habitation & not
the revenue villages. As on 31st July 2025, a total of 1,63,339
habitations have been sanctioned across the country for all-weather
road connectivity under PMGSY-I, of which 1,62,818 habitations,
amounting to 99.7%, have already been connected. In the State of
Uttar Pradesh, 11,749 habitations were sanctioned under the
scheme, and connectivity has been successfully provided to 11,748
of them. Specifically, in the Jaunpur district, all 230 sanctioned
habitations have been fully connected, reflecting a 100%
achievement rate in that region. District-wise details of habitations
connected in the State of Uttar Pradesh is given in Annexure-I.
(b): The funds under PMGSY are released to the State as a whole
and not district wise. The release of funds to the State for
implementation of PMGSY is done on the basis of the proposal
received from the State and depends, inter-alia, on works in hand,
execution capacity of the State and unspent funds available with
the State, and fulfilling of certain conditions laid down as per the
programme guidelines.
The details of fund released to the State of Uttar Pradesh and
expenditure incurred since 2020 till date is given as under:

*State has sufficient unspent balance from the previous

District-wise details of expenditure incurred in the State of Uttar
Pradesh including Jaunpur District is given as in Annexure-II.
(c): The Government has launched PMGSY IV on 11th September
2024 for providing road connectivity to unconnected habitations
which have become eligible due to their population increase.
Unconnected habitations having 500+ population in plain areas;
250+ in NE and Hill States/UTs, Special Category Areas (Schedule V
Tribal Areas, Aspirational Districts/Blocks, Desert Areas); and 100+
Page 2 of 8in LWE-affected areas (as notified by MHA in 9 States), as per
Census 2011, are eligible for coverage under PMGSY as per
population norms of the programme.
Further, the PMGSY IV is being implemented in convergence with
two targeted initiatives for ensuring inclusive access in backward
and marginalised areas, viz.
i. DhartiAabaJanjatiya Gram UtkarshAbhiyan (DA-JGUA):
Habitations with 500+ population and 50% or more ST
population, or habitations with 50+ ST population in the 250+
category in Aspirational Districts, as per Census 2011, are
given priority under PMGSY IV.
ii. Pradhan MantriAnusuchitJaatiAbhyudayYojana (PM-
AJAY): Habitations with 500+ population and 40% or more SC
population are given priority under PMGSY-IV.
The preliminary identification of eligible habitations under
PMGSY-IV has been completed, and the Ministry is working closely
with State Governments, including Uttar Pradesh, to finalise and
sanction proposals accordingly. The timeline for implementation of
PMGSY IV is till March, 2029.
In addition to the above, the Government is also implementing
the Pradhan MantriJanjatiAdivasiNyayaMahaAbhiyan (PM-
JANMAN), with a dedicated road connectivity component under
PMGSY. Out of a total target of 8,000 km of rural roads under the
programme; 6,506 km of road length has been sanctioned as on 31-
7-2025, for providing connectivity to 2,636 habitations of
Particularly Vulnerable Tribal Groups (PVTGs). The timeline for
implementation of the programme is till March, 2028.
These comprehensive initiatives will ensure last-mile
connectivity, especially in backwards, tribal, and SC-dominated
regions.
(d): As reported by the State, no works are pending in the Jaunpur
District under PMGSY. Since the inception of PMGSY, 341 road
works of 1194 Km were sanctioned under all verticals/ interventions
of PMGSY, and all the works have been completed.
(e): All the projects under PMGSY-I & II have been completed in
the State of Uttar Pradesh, including projects of the Jaunpur
District. The timeline for the completion of ongoing projects under
PMGSY-III is March 2026.
Page 3 of 8As per the programme guidelines, the timeline for completion
of road work is 12 working months from the date of issue of the
work order. However, where a package comprises more than one
roadwork, the total time given for completion of the package is 18
calendar months. Similarly, a period of 21-24 months has been
allowed for completion of bridge works exceeding 25 meters in
length, depending on site conditions.
As reported by the State, the average time taken to complete
PMGSY road works in Jaunpur District under PMGSY-III is 18
months.
