DELKAR KALABEN MOHANBHAI: SHRI GYANESHWAR PATIL: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the present status of the construction and upgradation of rural roads in the country under the Pradhan Mantri Gram SadakYojana (PMGSY) launched by the Government, State- wise; (b) whether all the targeted rural habitations have been provided with all-weather road connectivity; (c) if so, the details thereof including Maharashtra, Dadra and Nagar Haveli, Madhya Pradesh; (d) the steps taken by the Government to ensure maintenance and quality of rural roads; (e) whether any long-term maintenance policy is in place in this regard; and (f) if so, the details thereof, State-wise including Dadra and Nagar Haveli and MadhyaPradesh? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): A total of 8,38,611 km of road length has been sanctioned under all verticals/ interventions of Pradhan Mantri Gram SadakYojana (PMGSY) since inception till 11.07.2025 and 7,82,945 kms has been completed. The State/UT-wise status of construction and upgradation of rural roads under various interventions/verticals Page 1 of 5of PMGSY, since inception till date (as on 11.07.2025), is given at Annexure. State-wise and intervention/vertical-wise details are available on the programme website at www.omms.nic.in - > Progress Monitoring -> Monthly Progress Report (MPR). The timeline for completion of ongoing works under PMGSY I (in Chhattisgarh) , PMGSY II, III and Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWEA) is March 2026. (b) & (c): PMGSY-I was launched as a one-time special intervention to provide rural connectivity, by way of a single all-weather road, to the eligible unconnected habitations of designated population size as per Census 2001. Since inception, till 11.07.2025, a total of 1,63,339 habitations have been sanctioned and 1,62,818 habitations have been provided connectivity in various States/ UTs, including Maharashtra and Madhya Pradesh. Thus, 99.68% of targeted habitations have been provided all-weather road connectivity. The details of habitations that have been provided road connectivity under PMGSY-I in the States of Maharashtra and Madhya Pradesh are as under:- State Sanctioned Connected habitations (Nos.) habitations (Nos.) No PMGSY proposal was received from the Union Territory of Dadra and Nagar Haveli. (d) to (f): "Rural Roads" is a State subject, and as per PMGSY guidelines, maintenance of roads constructed under the programme is the responsibility of the State/UT governments. However Ministry has taken the following steps/measures to ensure that the roads constructed under PMGSY are maintained properly in all States, including in Madhya Pradesh : (i) Roads are covered under a 5-year maintenance contract to be entered into along with a construction contract with the same contractor as per the Standard Bidding Document (SBD). Since the design life of PMGSY roads is ten years, the States have to Page 2 of 5undertake further five years of maintenance. While implementing PMGSY-III a MoU was signed with the States for undertaking post five-year maintenance. The new connectivity under PMGSY-IV will be permitted to only those States/UTs who have demonstrated through electronic Maintenance of Rural Roads (eMARG) platform that the routine maintenance of PMGSY roads constructed in their State, post 5 years of construction of the road, has been carried out. The post five-year construction module of eMARG incorporates initial rehabilitation, renewal, pre- renewal routine maintenance, post-renewal maintenance and emergency repair works, as required. (ii) Maintenance funds to service the contract are required to be budgeted by the State Governments and placed at the disposal of the State Rural Roads Development Agencies (SRRDAs) in a separate maintenance account. On expiry of this 5 year post construction maintenance, PMGSY roads are required to be placed under Zonal maintenance contracts consisting of 5 year maintenance including renewal as per maintenance cycle, from time to time, to be funded by the state governments. (iii) All States have framed their own rural roads maintenance policies based on the policy framework prepared by the National Rural Infrastructure Development Agency (NRIDA), a technical arm of the Ministry of Rural Development. (iv) To bring execution of the Programme to the desired quality standards, a three tier quality management mechanism has been institutionalized under PMGSY. First-tier of this mechanism is in- house quality control at Programme Implementation Unit (PIU) level. Objective of this tier is process control through mandatory tests on material at field laboratory and workmanship. Second-tier is structured as an independent quality monitoring at State level through State Quality Monitors (SQMs) in which provision of regular inspection of works has been envisaged for ensuring better quality. Under the Third-tier, independent National Quality Monitors (NQMs) are deployed by NRIDA for inspection of road works on random sample basis not only to monitor quality but also to provide guidance by senior professionals to the field functionaries. The observations of NQMs are sent for action to the State Governments and Action Taken Reports (ATRs) are monitored at NRIDA. (v) The implementation of all sanctioned works including its maintenance is regularly monitored through online programme Page 3 of 5Monitoring Information System named Online Management, Monitoring and Accounting System (OMMAS) on real time basis. (vi) In addition, maintenance of PMGSY roads is also regularly reviewed by the Ministry by way of Regional Review Meetings (RRMs), Performance Review Committee (PRC) Meetings, Pre- Empowered/ Empowered Committee Meetings with the States.
