On the 18th of December 2025, Dr. Alok Kumar Suman asked the Minister of Civil Aviation about the construction of the airport building of Sabeya Airport (Hathuwa). The questions included whether the construction was still pending despite inclusion under the UDAN scheme, details of any reasons for delay, whether the government had received any communication regarding construction and the actions taken, and if the government had taken measures for expedited construction.
Shri Murlidhar Mohol, Minister of State in the Ministry of Civil Aviation, answered that under the 'Revival of unserved and underserved airports' scheme, airports included in awarded UDAN routes and requiring upgradation/development for UDAN operations are developed. Selected Airline Operators (SAOs) begin operations on awarded UDAN routes connecting these airports upon the airport's development and readiness. Representations have been received requesting development and operation of Sabeya Airport under the UDAN scheme.
Sabeya (Hathua) airstrip in Bihar, is in the tentative list of unserved airports under the UDAN scheme. However, no bids for routes connecting Sabeya airstrip have been received from any airline to date. As such, the airstrip has not been taken up for revival under the UDAN scheme.

be pleased to state:-
(a) whether it is a fact that the construction of the airport building of Sabeya Airport
(Hathuwa) is still pending with the Government despite its inclusion under the UDAN
scheme;
(b) if so, the details thereof along with the reasons therefor;
(c) whether the Government has received any communication/representation from public
representatives regarding construction of airport building of the said airport and if so, the
details thereof along with the action taken thereon; and
(d) whether the Government has taken any measures for construction of the airport building
of the said airport expeditiously, if so, the details thereof and if not, the reasons therefor?

(a) to (d): Under the 'Revival of unserved and underserved airports' scheme, an airport which
is included in the awarded routes of UDAN and requires upgradation/development for the
commencement of UDAN operations, is developed. On development and readiness of the
airport, Selected Airline Operators (SAOs) commence operations on the awarded UDAN
routes connecting these airports.

Airport under the UDAN scheme.

Sabeya (Hathua) airstrip, Bihar, is included in the tentative list of unserved airports in the
UDAN scheme document. However, no bids for routes connecting Sabeya airstrip have been

bidding conducted to date. Accordingly, the airstrip has not been taken up for revival under
