Parliament Question: Construction of Houses under PMAY-G

Shri Jaswantsinh Sumanbhai Bhabhor: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the total number of houses sanctioned and constructed under the Pradhan Mantri Awas Yojana Gramin (PMAY-G) in the Dahod Lok Sabha Constituency so far and the time by which the beneficiaries who are still deprived of will be provided with housing facilities; (b) whether the Government proposes to relax the eligibility rules of the scheme so that the remaining needy families in tribal- dominated areas like Dahod can get the benefit of this scheme soon, if so, the details thereof; (c) whether beneficiaries names have been removed from the list during the recent survey and verification of the final list in the Dahod district, if so, the reasons therefor, block-wise; and (d) whether any proposal is under consideration by the Government to simplify the rules of this scheme, keeping in view the local geographical, economic and tribal conditions so that no poor person remains homeless, and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (DR. CHANDRA SEKHAR PEMMASANI) (a): The State of Gujarat has informed on 21.07.2026 that a total of1 ,17,145 houses have been sanctioned by the State in the area falling in Dahod Lok Sabha Constituency, out of which 1,15,384 houses have been completed . The sanctioning of houses is an ongoing process subject to overall allocation, target allocated to states, eligibility of beneficiaries and availability of funds. (b): As per Framework for Implementation of PMAY-G, a minimum of 60% of the target allocated to each State/UT is earmarked for Page 1 of 2Scheduled Caste (SC)/Scheduled Tribes (ST) households subject to availability of eligible beneficiaries in the Permanent Wait List (PWL). The earmarking defines only the minimum limit that should be achieved and if the States/UTs so desire, they may add to the target under these categories to ensure saturation. Further, the Ministry allocates the targets to the State/UT as a whole and District wise/ Block-wise/Gram Panchayat wise targets are fixed by the State. No proposal for any relaxation in eligibility rules is under consideration in the Ministry. (c): Beneficiary names have not been removed from the list of those surveyed under Awaas + 2024 household survey in Dahod district of Gujarat state. However beneficiaries have been marked eligible and ineligible based on scheme guidelines. (d): In order to enhance inclusivity and ensure that deserving rural households are not excluded, the Government has in August 2024 already approved significant modification of the earlier exclusion criteria used for beneficiary identification under PMAY-G. As part of these revisions, the provisions related to possession of mechanised two-wheelers, mechanized fishing boats, landline telephones and refrigerators—which featured in the earlier 13 exclusion criteria— have now been removed. Further, the monthly income threshold under the exclusion criteria has been enhanced from ₹10,000 to ₹15,000 in view of changed socio-economic realities. The land- related exclusion parameters have also been simplified, ensuring that families with small or non-productive land holdings are not disproportionately excluded. ***** Page 2 of 2
