CONSTRUCTION OF ROADS UNDER PMGSY

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the time by which the construction of roads under Pradhan
Mantri Gram SadakYojana (PMGSY) Phase-4 is likely to be
started;
(b) the number of roads identified in Madhya Pradesh under the
said phase of the said scheme;
(c) the number of new roads surveyed in SidhiLokSabha
Constituency;
(d) the number of roads sanctioned in the said Constituency; and
(e) the basis on which the priority has been determined for
starting the construction of roads in the said phase?

(a): A new vertical under Pradhan Mantri Gram SadakYojana
(PMGSY) called PMGSY-IV, has been launched in September 2024
with a focus to provide all-weather connectivity to unconnected
habitations of 500+ population in plain areas and 250 + population in
NE and Hill States/UTs, special category areas (Tribal Schedule-V,
Aspirational Districts/Blocks, Desert Areas) and 100+ in LWE-
affected districts as per Census 2011.
The implementation period of the scheme is from the financial
year 2024-25 to 2028-29. The survey work to identify eligible
habitations has been completed, and the proposals received from
States and UTs are now being taken up for sanction. As of
26.11.2025, a total of 1,781 km of road length has been sanctioned
to the UT of J&K under PMGSY-IV.
(b): As per the data reported on the programme MIS of PMGSY, a
total of 10,337 habitations have been surveyed in the State of
Page 1 of 2Madhya Pradesh, out of which 5,660 habitations have been found
eligible after scrutiny as on 27.11.25 as per the Programme
Guidelines of PMGSY-IV.
(c) & (d): Constituency-wise data is not maintained by the Ministry;
however, as reported by the State Government of Madhya Pradesh,
a total of 912 habitations have been surveyed in the Sidhi
Parliamentary Constituency under PMGSY-IV. No road work has
been sanctioned so far in the said constituency.
(e): As per the programme guidelines, the Core Network is the only
basis for selection of works under PMGSY. Once the Core Network
is ready, the States are required to prepare a Comprehensive New
Connectivity Priority List (CNCPL), at the Block and District level, of
all proposed road links under PMGSY (with road code, names of
habitations being connected with habitations code, population
served and length). The unconnected habitations to be covered
under PMGSY-IV will be prioritised for providing new connectivity
based on earmarking/prioritisation under Government of India
convergence schemes and thereafter based on the guidelines of
PMGSY-I. In accordance with the objectives of DhartiAabaJanjatiya
Gram UtkarshAbhiyan, the PMGSY IV will prioritise tribal villages of
aspirational blocks and the pockets of high tribal concentration &
low development, i.e. tribal-majority villages with at least 500
population and 50% or more STs as per the census 2011. The
CNCPL will be, therefore, grouped in the following order of priority:
