GOVERNMENT OF INDIA MINISTRY OF RURAL DEVELOPMENT DEPARTMENT OF RURAL DEVELOPMENT RAJYA SABHA UNSTARRED QUESTION NO. 3344 TO BE ANSWERED ON 20/03/2026 CONSTRUCTION OF ROADS UNDER PRADHAN MANTRI GRAM SADAK YOJANA 3344 Ms. Indu Bala Goswami: Will the Minister of Rural Development be pleased to state: (a) the length of roads (in kilometres) that have been approved for construction under the fourth phase of the Pradhan Mantri Gram Sadak Yojana (PMGSY) in Himachal Pradesh; (b) the funds approved for the construction of these roads; and (c) whether it is intended to connect remote areas with paved roads, construct new roads and upgrade existing roads, under this project? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a) & (b): "Rural road" is a State subject, and Pradhan Mantri Gram Sadak Yojana (PMGSY) is being implemented by the Government of India since the year 2000 as a one-time special intervention to provide rural connectivity, by way of a single all-weather road, to the eligible unconnected habitations of the designated population as laid out in the program guidelines. Under the fourth phase of Pradhan Mantri Gram Sadak Yojana (PMGSY-IV), 294 road works of a length of 1,538 km, with an estimated cost of Rs. 2,247.24 crore, have been sanctioned to the State of Himachal Pradesh. (c): The primary objective of PMGSY-IV is to provide all-weather road connectivity to about 25,000 unconnected habitations of designated population size [500+ in plains, 250+ in Hill States/ UTs and North-Eastern Region (NER), Special Category Areas (Tribal Schedule-V Areas, Desert Areas, Aspirational Blocks/ Districts) and 100+ in LWE affected Districts (areas notified by MHA) in 9 States as per Census 2011], as per programme guidelines. The timeline for execution of the projects under PMGSY-IV is till March, 2029. As per programme guidelines, no upgradation is allowed under PMGSY-IV. The Government is keen to facilitate easier and faster movement to and from educational, health, market and growth centres. Therefore, under PMGSY-IV, while connecting a habitation, the nearby government educational and health institutions, market and growth centres should be connected as far as feasible with the all-weather road for the benefit of the rural masses. ***** Page 1 of 1
