CONSTRUCTION OF ROADS WITH FDR AND CONVENTIONAL
TECHNOLOGY

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details of roads sanctioned under the Pradhan Mantri Gram
Sadak Yojana (PMGSY) scheme in the Etah (Etah and Kasganj
districts) and Moradabad Lok Sabha Constituencies from the
financial year 2021-22 to 2025-26, year and budget-wise;
(b) the details and number of roads constructed using Full Depth
Reclamation (FDR) and traditional technology in the said
constituencies along with e-Marg data which have scored less
than 80 percent in performance evaluation during the last two
years;
(c) whether the payment of any contractors have been stopped or
given notices through e-Marg portal for violating the Defect
Liability Period norms and for not repairing the roads damaged
after the first rains within the stipulated time in the said
constituencies;
(d) if so, the details thereof; and
(e) whether overloaded routes have been identified by the PWD and
UPRRDA at the district level where the roads are frequently
damaged due to overloading beyond their structural capacity, if
so, the details thereof?

(a): Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched by
the Government of India aimed at providing rural connectivity by way
Page 1 of 3of all-weather roads to eligible unconnected habitations and
consolidating the existing rural road network across the country.
Over the years, the scheme has been expanded through various
verticals, including PMGSY-II, RCPLWEA, PMGSY-III, and PMGSY-IV
(launched in September 2024 for FY 2024-25 to 2028-29).
As reported by the State Government of Uttar Pradesh, a total
of 33 roads were sanctioned. The details of roads sanctioned under
PMGSY in Etah (Etah and Kasganj districts) and Moradabad Lok
Sabha Constituencies (Bijnor and Moradabad districts) of Uttar
Pradesh from FY 2021-22 to 2025-26 are as under:

(b): Out of the 33 roads sanctioned under PMGSY-III during FY 2021–
22, 4 roads (length: 43.05 km, cost: ₹47.17 crore) were sanctioned
using Full Depth Reclamation (FDR) technology, while 29 roads
(length: 188.51 km, cost: ₹116.46 crore) were sanctioned using
traditional construction technology. All these works have been
physically completed and are currently under maintenance.
As per Programme MIS of PMGSY, the details of PMGSY roads
which were awarded less than 80% marks in Performance Evaluation
(PE) during the last two years are given below:

Note: e-MARG Performance Monitoring: Under the maintenance
policy, maintenance payments are directly linked to performance
evaluation (PE) scores on the e-MARG portal. If a road scores less
than 80%, maintenance payments are withheld until defects are
rectified.
(c) & (d): Notices are not issued online through the e-MARG Portal.
Contractors can view their payment details via their own login ID on
the e-MARG portal, while official notices for non-maintenance are
issued offline in accordance with maintenance guidelines.
District-wise Action Details:
As informed by the State Government of Uttar Pradesh, action
details are given as under:
o District Etah: Payment has been stopped for Package Nos.
UP21128, 21131, 21126, 21122, and 21124 for violating the
Defect Liability Period norms.
o District Kasganj: Further, payment has been stopped for
Package No. UP7413 due to non-maintenance of the road,
and an offline notice has also been issued to the
contractor.
o District Moradabad: No payment has been stopped in
Moradabad district.
(e): As reported by State Government of Uttar Pradesh, no road has
been identified by the Public Works Department (PWD) or the Uttar
Pradesh Rural Roads Development Agency (UPRRDA) as being
overloaded beyond its structural design capacity in the said
constituencies.
