Parliament Question: Construction Work of NTPC Power Generation Plant in Odisha

GOVERNMENT OF INDIA MINISTRY OF POWER LOK SABHA UNSTARRED QUESTION NO.3172 ANSWERED ON 06.08.2026 CONSTRUCTION WORK OF NTPC POWER GENERATION PLANT IN ODISHA †3172. SHRI RUDRA NARAYAN PANY: Will the Minister of POWER be pleased to state: (a) whether the Government proposes to further expedite the construction work of the National Thermal Power Corporation (NTPC) power generation plant being set up in Talcher of Odisha, if so, the details thereof; (b) the reasons for delay in the project and the details of areas/sectors in which such delay is occurring; and (c) whether the Government/NTPC proposes to give priority or preference to the former employees of the erstwhile Talcher Thermal Power Station, their family members and local residents in employment/recruitment for the new project in the new NTPC plant, if so, the details thereof? A N S W E R THE MINISTER OF STATE IN THE MINISTRY OF POWER (SHRI SHRIPAD NAIK) (a): The Talcher Thermal Power Project (Stage-III, 2x660 MW) is being implemented in Angul district of Odisha State. The present physical progress of the project is 51.4%. The project works are being expedited with the cooperation and close coordination of all stakeholders, including the District Administration, State authorities, and other PSUs/Government organizations. The project is targeted for completion in the first quarter of FY 2028-29. (b): The delay in the Talcher Thermal Power Project is due to delay in the closure of the road passing through the project site, handing over of physical possession / Right of Use (RoU)/Right of Way (RoW) of the land by the State Government, removal of encroachments in the railway siding area, and the lack of availability of critical project materials at the project site. (c): Talcher Thermal Power Station (TTPS) was taken over by NTPC with effect from 03.06.1995 from the erstwhile Odisha State Electricity Board (OSEB). The erstwhile employees of OSEB were absorbed into the services of NTPC. Due preference is being given by the contracting agencies to local workers for deployment in various jobs, subject to their skills, experience and the project requirements. *************
