Shri Vishnu Datt Sharma: Will the Minister of COOPERATION (सहकारिता मंत्री) be please to state: (a) Whether the Government is implementing Cooperative Education and Training to build capacity in cooperative sectors in the country, especially in Madhya Pradesh. (b) if so, whether the Government has provided training to cooperative members in the districts of Katni, Panna and the town of Khajuraho in the Khajuraho lok Sabha constituency; (c) if so, the details thereof including the measures taken to make the training more effective; and (d) if not, the reasons therefore along with the steps being taken to address the issue? ANSWER THE MINISTER OF COOPERATION सहकारिता मंत्री (SHRI AMIT SHAH) (a): Yes. The National Council for Cooperative Training (NCCT) is an autonomous society under the Ministry of Cooperation, responsible for capacity building and human resource development in the cooperative sector. NCCT operates through a national network comprising one National Institute, VAMNICOM (Pune), five Regional Institutes of Cooperative Management (RICMs) located in Chandigarh, Bengaluru, Gandhinagar, Patna, and Kalyani, and fourteen Institutes of Cooperative Management (ICMs) situated across various states. These institutes conduct training programmes, diploma courses, and research to enhance the efficiency, governance, and professional skills of cooperative personnel at all levels. Since the inception of the Ministry of Cooperation, NCCT has conducted 13,533 training programmes and trained approximately 8,31,849 participants nationwide as of 30th June 2025. In the financial year 2024–25 alone, NCCT conducted 4,386 training and capacity-building programmes and trained 3,15,382 participants across diverse cooperative sectors such as Primary Agricultural Credit Societies (PACS), Dairy, Fisheries, and other cooperative sectors. (b) & (c): Yes. The details of trainings provided by various institutes are as follows:i) NCCT through one of its training institute, Institute of Cooperative Management, Bhopal has provided training to cooperative members in the district of Katni, Panna and the town of Khajuraho in the Khajuraho lok Sabha constituency. During 2024-25, in Katni district, a total of 7 training programmes were conducted and 344 participants trained In Panna district, 5 programmes were organized with 324 participants. In Chhatarpur district, including Khajuraho town, 2 programmes were held, covering 75 participants. Also a specialized training programme was conducted by NCCT in collaboration with CSC Ltd for PACS Secretaries, focusing on the on boarding of PACS onto the CSC portal and the operation of Jan Aushadhi Kendras. The programme was held in Panna district, where 39 PACS secretaries were trained, and additionally, one PACS secretary from Katni district was also trained. ii) National Cooperative Union of India (NCUI) has also conducted programmes in Madhya Pradesh including panna district. The total number of programmes conducted and participants trained in Madhya Pradsesh is listed below: Sl.No. Year No. of Programme No. of Participants of M.P. 1. 2022 – 2023 40 367 2. 2023 – 2024 50 422 3. 2024 – 2025 46 438 iii) Laxmanrao Inamdar National Academy for Cooperative Research and Development (LINAC) and its 19 Regional Training Centres (RTCs) have been conducting training programs at field level to generate awareness about the various schemes of Government of India and making the cooperative members more educative and skilled through various customized trainings. LINAC conducted 75 training programs during the last two years for the state of Madhya Pradesh covering various districts including Katni and Panna. Among other measures Government has established “Tribhuvan” Sahkari University as a dedicated institution for cooperative education, training, and research to provide further boost to the cooperative education. The “Tribhuvan” Sahkari University (TSU) has recently been established through an act of Parliament, which was passed in the last budget session 2025. At this stage, the University has four courses, which include one ongoing course of the erstwhile Institute of Rural Management Anand (IRMA) and three new courses started after the establishment of the University. The current approved annual intake capacity in the University, including that of one affiliated Institute, is as follows: i. Diploma Programme: 25 seats ii. Undergraduate programmes: 30 seats iii. Postgraduate programmes: 583 seats iv. Doctoral programmes: 10 seatsFrom the fourth year of its operation, the University and its affiliated institutes, combined, to have a tentative annual intake capacity of about 9,600 for UG & PG programmes, about 16,000 for diploma programmes, about 60 for Ph.D. programmes and about 8 lakh for certificate programmes. The establishment of TSU would not be limited to Gujarat. The University would expand across the country by establishing its own schools and through affiliated institutions. The various other measures taken to make the training more effective include: 1. Capacity Building Programmes for Multi-Purpose Cooperative Societies (MPCS): Special programmes for newly formed MPCSs have been launched in Katni and Panna focussing on operational efficiency, governance, and service delivery. 2. Awareness and Training on Pradhan Mantri Fasal Bima Yojana (PMFBY): Focussed training sessions on PMFBY for PACS members and secretaries is being conducted to improve understanding of claim processes, risk coverage, and digital enrollment under the Pradhan Mantri Fasal Bima Yojana. 3. Need-Based Collaborative Training with State Agencies: In collaboration with the State Cooperative Department and various Cooperative Federations, NCCT is conducting need based training such as cooperative governance, digital systems, and financial management in rural and semi-urban areas.
