GOVERNMENT OF INDIA MINISTRY OF COOPERATION LOK SABHA UNSTARRED QUESTION NO. 279 TO BE ANSWERED ON 21st July, 2026 Cooperatives in Daman and Diu †279. Shri Patel Umeshbhai Babubhai: Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state: (a) the details of the Daman and Diu State Cooperative Bank Limited, Mahakaleshwar Fisheries Cooperative Society (Diu), and Mahasagar Fish Farming Cooperative Society (Diu) cooperative institutions; (b) the details regarding date of last election, present management status, reason and legal basis for administration by an administrator/Government official, reasons for postponement of elections and the probable time-frame for holding the next election in these institutions; (c) whether any time-bound action plan is being prepared to ensure timely democratic elections and if so, the details thereof; and (d) the maximum period within which re-elections must be conducted after a society is dissolved or an administrator is appointed? ANSWER THE MINISTER OF COOPERATION सहकारिता मंत्री (SHRI AMIT SHAH) (a) As per the information provided by the Union Territory of Dadra & Nagar Haveli and Daman & Diu, the Daman & Diu State Cooperative Bank Limited, Daman; Mahakaleshwar Fisheries Cooperative Society Ltd., Saudwadi and Shri Mahasagar Fisheries Cooperative Society Ltd. , Vanakbara were registered on 17.11.2015, 27.12.2010 and 10.12.1987, respectively. The Cooperative institutions are presently functional. (b) & (c) The Daman & Diu State Cooperative Bank Limited, Daman has not held elections after its bifurcation from the Goa State Cooperative Bank Ltd. The Registrar of Cooperative Societies has intimated that the governing body of the bank constituted for day-to-day functioning of the bank, failed to hold election to elect new managing committee, was taking major decisions on important matters including advancement of loans and failed to quantify and transfer assets and liabilities from the Goa State Cooperative Bank Ltd. Accordingly, in exercise of powers under Section 77A(1)(e)(ii) of the Maharashtra Cooperative Societies Act, 1960 as extended to the erstwhile Union Territory of Daman & Diu, the Registrar of Cooperative Societies (RCS), UT Administration of Dadra & Nagar Haveli andDaman & Diu (DNH&DD) appointed an Administrator in the bank vide Order dated 03.06.2022 until further orders or till the finalization of the new managing committee whichever is earlier. Last elections in Mahakaleshwar Fisheries Cooperative Society Ltd., Saudwadi and in Shri Mahasagar Fisheries Cooperative Society Ltd., Vanakbara were held on 30.08.2019. RCS, DNH&DD found the Managing Committee of these societies negligent in the performance of its duties, as it failed to submit statutory books of accounts, did not properly maintain trading stock and cash book, and did not conduct meetings of the Managing Committee. Accordingly, RCS, in exercise of powers under Section 78 of the Maharashtra Cooperative Societies Act, 1960 as extended to the erstwhile Union Territory of Daman & Diu, appointed an Administrator in these societies vide Order dated 14.10.2022 until further orders or till the finalization of the new managing committee whichever is earlier. (d) In respect of the Daman & Diu State Cooperative Bank Limited, Daman, there is no period prescribed for the tenure of the Administrator, appointed under the provisions of Section 77A of the Maharashtra Cooperative Societies Act, 1960, as extended to the erstwhile Union Territory of Daman & Diu. In respect of Mahakaleshwar Fisheries Cooperative Society Ltd., Saudwadi and Shri Mahasagar Fisheries Cooperative Society Ltd., Vanakbara, as per Section 78 of the Maharashtra Cooperative Societies Act, 1960, as extended to the erstwhile Union Territory of Daman & Diu, the Registrar is empowered to appoint an Administrator for a period of four years in aggregate. *******
