Shri Jai Parkash: Shri SatpalBrahamchari: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether the Government has reviewed the lack of coordination with Panchayati Raj Institutions (PRIs) in the implementation of various rural development schemes, district-wise including Hisar and SonipatLokSabha Constituencies of Haryana; (b) if so, the names of schemes in Hisar and SonipatLokSabha Constituencies wherein the participation of PRIs has remained limited along with the major reasons behind the same; (c) whether the Government is taking any initiative to enhance the capacity building, training and participation of these said institutions in planning; and (d) if not, whether the Government proposes to implement any concrete policy in future for the effective implementation of schemes by providing more powers and resources to the Gram Panchayats? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a) & (b): Ministry of Rural Development (MoRD) is implementing a number of welfare schemes/programmes such as Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Pradhan MantriAwaasYojana-Gramin (PMAY-G), Pradhan Mantri Gram SadakYojana (PMGSY), DeendayalAntyodayaYojana - National Rural Livelihoods Mission (DAY-NRLM), DeenDayalUpadhyayaGrameenKaushalyaYojana (DDUGKY), Rural Self Employment Training Institutes(RSETIs), National Social Assistance Programme(NSAP) and Watershed Development Page 1 of 2Component of Pradhan MantriKrishiSinchayeeYojana (WDC-PMKSY) for overall development of rural areas of the country including Hisar and SonipatLokSabha constituencies of Haryana. MoRD accords due importance to Gram Panchayats participation and ensures coordination with Panchayati Raj Institutions (PRIs) while implementing these schemes/programmes. The Ministry regularly reviews the performance of scheme’s implementation in States/ Union Territories(UTs) through various mechanisms, including Mid- Term Reviews, programme review meetings, National Level Monitoring, Performance Review Committee meeting, Common Review Missions etc. Additionally, officials from the Ministry undertake regular visits to States/UTs to assess the implementation of these schemes/programmes. In addition to this, the State Government regularly convenes review meetings, both physical and virtual with District Administrations across all districts. Furthermore, DISHA meetings are held under the chairmanship of the Hon’ble Chief Minister at the State level and the Hon’ble Members of Parliament at the district level to assess and strengthen coordination with Panchayati Raj Institutions (PRIs) for the effective implementation of various rural development schemes. (c) & (d): So far as Government initiatives are concerned, as per the Ministry of Panchayati Raj, various training programmes for the Elected Representatives (ERs) of Panchayati Raj Institutions (PRIs) are being conducted under the Rashtriya Gram SwarajAbhiyan (RGSA) scheme by the respective State Governments. These programmes are implemented through institutions such as the State Institutes of Rural Development &Panchayati Raj (SIRD&PR), the National Institute of Rural Development &Panchayati Raj (NIRD&PR), institutes of national importance like the Indian Institutes of Management (IIMs), and other organizations such as District Panchayat Resource Centres (DPRCs).The objective of these trainings is to strengthen governance capabilities and leadership skills in areas such as planning, implementation, resource mobilization, and management. Additionally, thematic workshops focusing on sectors such as health, education, gender equality, environmental protection, social security, and good governance have been conducted for PRI members and functionaries.
