**Executive Summary**
This document contains the response from the Minister of State in the Ministry of Petroleum and Natural Gas to questions regarding the coverage and impact of the Unified Pipeline Tariff. The Petroleum and Natural Gas Regulatory Board (PNGRB) is the authority responsible for authorizing natural gas pipelines. The document provides details on the operational natural gas pipelines, those under execution, and the impact of the unified tariff regime up to September 2025. A revised transportation tariff comes into effect from 1 January 2026.

* Amendment dated July 7, 2025, reduced the number of Unified Tariff Zones from three to two to balance the tariff system and improve natural gas access.
* **Revised Transportation Tariffs:**
* Effective January 1, 2026, the transportation tariffs are Rs. 54/MMBTU (up to 300 km) and Rs. 102.86/MMBTU (beyond 300 km).
* CNG and Domestic PNG consumers nationwide will be charged the Zone-1 tariff of Rs. 54/MMBTU.

(a) the details of the total coverage of operational natural gas pipelines operating under the
Unified Pipeline Tariff regime, district-wise;
(b) whether districts of the Bundelkhand region, particularly Jhansi and Lalitpur in Uttar
Pradesh are presently covered or proposed to be covered and if so, the details thereof;
(c) the increase in operational natural gas pipeline length achieved during the last year along
with the district-wise details of additional pipeline length currently under execution or planned
including timelines for completion affecting the Jhansi–Lalitpur region;
(d) the coverage under the Unified Pipeline Tariff regime during the last year, highlighting
inclusion of backward and aspirational districts, State/UT-wise;
(e) whether the Government proposes to increase the Unified Pipeline coverage, if so, the details
thereof, State/UT-wise; and
(f) whether the Government has assessed the impact of the Unified Pipeline Tariff regime on
reducing transportation costs, improving gas accessibility for households, MSMEs and food
processing units and promoting industrial growth in regions like Jhansi and Lalitpur, if so,

(a) to (f) Petroleum and Natural Gas Regulatory Board (PNGRB) is the authority to grant
authorization to various entities to Lay, build, operate and expand Natural Gas Pipelines (NGPL).
As on September 2025, PNGRB has authorized approximately 34,238 km of NGPL network which
includes common carrier, spur line, tie-in connectivity and dedicated pipeline across the country to
create a National Gas Grid to be completed within periods as specified in the PNGRB
authorization, out of which 25,923 km are operational. All the States and Union Territories, except
Ladakh, Andaman & Nicobar Island and Lakshwadeep are covered by Natural Gas PipelineNetwork authorized by PNGRB. The operational network has increased from 24,945 km as of
30.09.2024 to 25,923 Km as on 30.09.2025, reflecting an increase of 978 km.
The details of the total coverage of operational natural gas pipelines operating under the Unified
Pipeline Tariff regime authorized by PNGRB as on 30.09.2025 is at Annexure-I. The natural gas
pipeline currently under execution as on 30.09.2025 is at Annexure-II
Further, supply and distribution of natural gas is also achieved through the development of City
Gas Distribution (CGD) Network. Laying of pipeline infrastructure is part of the development of
CGD Network, which is carried out by the entities authorized by PNGRB vide their Minimum
Work Programme (MWP). After completion of 12/12A CGD bidding round, PNGRB has
authorized entities for the development of CGD network in 307 Geographical Areas (GAs),
covering the entire mainland area (including backward and inspirational districts) of the country.
The districts of Bundelkhand region including Jhansi and Lalitpur districts in Uttar Pradesh are
covered under CGD Network, the details of which is at Annexure-III. Natural gas is supplied to
these regions through the integrated HVJ (Hazira-Vijaipur-Jagdishpur) Pipeline with physical
connectivity at two locations i.e. GAIL's delivery terminal at Malanpur and IP-02 (Intermediate
Pigging Station), Raksha.
PNGRB has notified the Unified Tariff effective from 01.04.2023 for all pipelines that are part of
the National Gas Grid System (this comprises of ~ 90% of Total Operational Common Carrier
Pipelines authorised by PNGRB). This reform advances the objective of “One Nation, One Grid,
One Tariff” and reduces regional disparities in natural gas transportation cost, thereby enhancing
competitiveness of MSMEs and food processing units. As part of the move toward a Unified
National Tariff structure, PNGRB vide amendment dated 07.07.2025 has also reduced the number
of Unified Tariff Zones from three to two. This change aims to create a more balanced tariff
system and improve natural gas access, particularly in underserved areas.
PNGRB has notified transportation tariffs of Rs. 54/MMBTU (up to 300 km) and Rs.
102.86/MMBTU (beyond 300 km) effective 1 January 2026. However, CNG and Domestic PNG
consumers nationwide will be charged the Zone-1 tariff of Rs. 54/MMBTU, resulting in nearly
50% lower transportation charges for consumers located beyond 300 km. The reform will specially
benefit the consumers located in the far-flung areas where currently the additive tariff is
applicable. It also facilitates development of gas markets, enhances affordability for urban
households and transportation sectors, thereby advancing the adoption of clean energy as part of
the government vision to increase the gas utilisation in the country.
