Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state:
(a) the number of Industrial Training Institutes (ITIs) and National Skill Training Institutes (NSTIs)
currently imparting training under the Craftsmen Training Scheme in Uttar Pradesh;
(b) the number of ITIs, total trades offered and trainees enrolled in Bulandshahr district during the current
year;
(c) whether the Government proposes to upgrade infrastructure, introduce new-age trades and
modernise training labs in Bulandshahr; and
(d) if so, the details thereof along with the timeline for implementation?

(a) The Directorate General of Training (DGT), under the Ministry of Skill Development and
Entrepreneurship (MSDE) implements the Craftsmen Training Scheme (CTS) through a network of
Industrial Training Institutes (ITIs) and National Skill Training Institutes (NSTIs) for skilling the youth of
the country. In the State of Uttar Pradesh, a total of 3,300 ITIs (Government - 294 and Private - 3,006)
and 03 NSTIs are currently imparting training under CTS.
(b) In the Bulandshahr district of Uttar Pradesh, at present, 41 ITIs (Government - 08 and Private- 33) are
running and offering training in 33 CTS courses. A total of 4,834 trainees have been enrolled in the ITIs
in the Bulandshahr district during the current session (2025–26).
(c) and (d) The Cabinet has approved PM SETU (Prime Minister’s Scheme for Empowerment through
Technology Upgradation), at an estimated cost of ₹60,000 crore (Central Share: ₹30,000 crore, State
Share: ₹20,000 crore, and Industry Share: ₹10,000 crore). The scheme aims to upgrade 1,000 ITIs
through hub-and-spoke arrangements, focusing on outcome orientation in collaboration with state
governments and industry.
Under the scheme, course content and design is proposed to be aligned with industry skill needs, and
new courses are proposed to be introduced to address emerging areas, with the objective of creating a
future-ready skilled workforce to meet the dynamic needs of India’s economy and enhance industrial
value addition. The scheme focuses on pan-India level implementation based on proposals received from
States/UTs, including the State of Uttar Pradesh. The Cabinet has approved implementation of scheme
till Financial Year 2029-30.
