(a) whether it is a fact that the Software Technology Parks of India (STPI) is repositioning itself
to be able to drive the next wave of digital transformation that is set to sweep across the country;
(b) if so, the details thereof;
(c) whether it is also true that STPI is encouraging to shift Information Technology (IT ) and IT
enabled services to smaller cities and towns and assisting entrepreneurs towards this move;
(d) whether it is a fact that the STPI has created about 17 lakh sq.ft. incubation space in tier 2 and
tier 3 cities to accommodate entrepreneurs; and
(e) whether it is a fact that the STPI has created 24 centres of entrepreneurship nationwide to
encourage a startup culture in the product space and if so, the details thereof?

(a) to (e): The Government of India is actively promoting the growth of the IT sector, especially
in smaller towns and cities. The performance of this sector over the last 5 years and estimates for
2024-25 are mentioned below:

The Software Technology Park of India (STPI) is the one of the most important schemes which
has expanded the IT/ITES sector beyond major cities in India. For equitable IT-led growth pan-
India, 68 STPI centres are established across the country, of which 60 are located in Tier-2 & Tier-
3 cities. State/UT wise list of STPI centres placed at Annexure - I.
The employment reported by STPI-registered units in non-metro cities for the financial year 2024–
25 is 2,98,250. In addition, approximately 9,800 jobs have been reported by startups from non-
metro areas that are supported under the CoEs and the Next Generation Incubation Scheme (NGIS)The total software exports achieved by STPI-registered units is approximately ₹10.64 lakh crore
in FY 2024–25.
STPI has been repositioning itself from providing ‘single window’ statutory services and High
Speed Data Communication (HSDC) services to State-of-the-art Incubation services, Project
Management & Consultancy services and IT Managed services/co-location services to IT Industry
as per their needs.
Further, STPI is nurturing the tech startup ecosystem across India through its 24 domain-specific
Centres of Entrepreneurship (CoEs) and Next Generation Incubation Scheme (NGIS) by offering
support across various aspects, including lab infrastructure, mentorship, IP filing, go-to-market
strategy, market access and funding. Details of CoEs are placed at Annexure-II.
Presently, STPI has established 18.36 lakh sq. ft. IT Grade Infrastructure across the country, out
of which 12.17 lakh sq. ft. are in Tier II/II cities.
