be pleased to state:

(a) the details of pending crop loss compensation owed to chilli and other farmers in Andhra Pradesh, and whether the delay in disbursement is due to the non-release of the State Government's matching funds;

(b) the total crop damage assessed in Andhra Pradesh during Kharif 2024 and Rabi 2024- 25, the NDRF or SDRF funds released by the Central Government against this damage, and whether the amount released is adequate to compensate affected farmers; and

(c) the status of coverage for economically critical horticultural crops like banana, chilli, under PMFBY, and any proposals by the Ministry for a specialized national horticultural crop insurance scheme with affordable premiums for small farmers? (a) to (c): As per the National Policy on Disaster Management (NPDM), the State Government is primarily responsible for providing necessary relief measures on ground level in the wake of notified calamities. The State Governments undertake relief measures in the wake of natural calamities from funds available in the form of the State Disaster Response Fund (SDRF) in accordance with the Government of India approved items and norms. Additional financial assistance, over and above SDRF, is considered from the National Disaster Response Fund (NDRF), as per laid down procedure, in case of disaster of ‘severe nature’, which includes an assessment based on the visit of an Inter-Ministerial Central Team (IMCT) and a memorandum for assistance under NDRF submitted by the State Government. The financial assistance provided under SDRF and NDRF is by way of relief and not for compensation of losses suffered/ claimed.

During the financial year 2024-25, the State Government of Andhra Pradesh was allocated an amount of Rs.1380.80 crore (Rs.1036.00 crore Central share + Rs.344.80 crore State share) under SDRF. Further, an amount of Rs.56.895 crore was released from NDRF during 2024-25. Balance available under SDRF with the State is Rs.2085.85 crore.

An allocation of Rs.6533 crore is provided for Andhra Pradesh under SDRF for the period from 2026-27 to 2030-31 (under 16th Finance Commission).

As informed by the State Government of Andhra Pradesh, crop damage was assessed during Kharif 2024 & Rabi 2024-25 to an extent of 15,860.83 Ha. of this, Input Subsidy was released to farmers covering 14,460.86 Ha. The details are furnished in the Annexure.Government has introduced yield based Pradhan Mantri Fasal Bima Yojana

(PMFBY) and weather index based Restructured Weather Based Crop Insurance Scheme

(RWBCIS) from Kharif 2016 to provide financial support to farmers suffering crop loss/damage arising out of natural calamities, adverse weather incidence and to stabilize the income of farmers etc.

This scheme is voluntary for State/UTs as well as farmers. Further, it is State Government’s prerogative to notify districts and crops for implementation, as per the provisions of PMFBY. The scheme is being implemented in 25 States/UTs including Andhra Pradesh. All willing farmers are eligible to enrol under the scheme.

Under this Scheme, majority of the claims are settled within the stipulated timelines under the Operational Guidelines of the Pradhan Mantri Fasal Bima Yojana (PMFBY) i.e. within 21 days of the receipt requisite yield data from the concerned State Government, by the insurance companies. However, during the implementation of PMFBY, some claims remained pending, primarily on account of:

a. delay in providing State Government share of claims b. incorrect/delayed submission of insurance proposals by banks and unverified bank account details of enrolled farmers c. discrepancy in yield data & consequent disputes between State Government and insurance companies, etc.

The pending claims on account of these issues are settled after their resolution as per provisions of the scheme. However, the information regarding Pending claims in Andhra
