Parliament Question: Current status of Coal Land Acquisition and Management Portal

SELVAGANABATHY: SHRI DEEPAK PRAKASH: SHRI NARHARI AMIN: Will the Minster of COAL be pleased to state: (a) the current status of implementation of the Coal Land Acquisition and Management Portal (CLAMP) since its launch; (b) the details of number of land acquisition cases on States covered on the portal; (c) the extent to which CLAMP has reduced timelines and improved transparency in the key stages of land acquisition; (d) whether any mechanisms have been put in place on the portal to address grievances of affected landowners and project-affected families; (e) if so, the number of grievances received and resolved so far, and (f) the steps being taken to integrate CLAMP with State land records and other relevant digital platforms for real-time monitoring of land acquisition processes? ANSWER MINISTER OF COAL AND MINES (SHRI G. KISHAN REDDY) (a): The Coal Land Acquisition and Management Portal (CLAMP) was launched on 29.10.2025. The portal has been envisaged as an integrated online process management tool for the Government companies and Ministry of Coal to examine and approve proposals for acquisition of land under the Coal Bearing Areas (Acquisition and Development) Act, 1957 (in short, "the CBA Act"). (b) and (c): Acquisition of land under the RFCTLARR Act, 2013 and land acquisition cases of the States are not processed on the CLAMP portal.(d) and (e): The CLAMP acts as a central repository in digitised form for land records with respect to the land being acquired under the CBA Act and contributes to citizen-centric governance starting from submission of application, uploading of land details, processing and approval of application, notifications issued under various sections of the CBA Act, monitoring and tracking of payment of compensation to landowners, and monitoring of Rehabilitation & Resettlement (R&R) of affected families. The affected persons can verify the uploaded information, check the status of their claims or raise their grievance on the portal. Since the launch of CLAMP, no objections have been received under section 8 of the CBA Act by the Government from the persons interested. (f): It is not proposed to integrate CLAMP with State land record systems or other external digital platforms. *****
